Topics from "New Graduate Hiring and Training in an Era of Population Decline and AI"

Amidst growing interest in the impact of AI advancements on employment, many companies are focusing on changes in the labor supply and demand environment. Against this backdrop, trends in new graduate hiring in Japan are also attracting attention, influenced by factors such as the impact on youth recruitment in the United States.

This survey confirmed a continued labor shortage, with the most common response regarding the perceived surplus or shortage of regular employees being "There is a shortage of personnel, but no surplus of personnel," cited by 57.1% of companies.

Furthermore, regarding the impact of advancements in AI and other technologies on the number of new graduate hires, the most frequent response was "No change" at 68.8%, while "Increase" and "Decrease" were indicated by 7.5% each.

These results suggest that, at present, there is no shrinking of new graduate hiring needs due to factors like AI. On the other hand, concerning the impact on post-hiring training, 34.6% of companies expressed an intention to "review training program content."

Additionally, when asked about changes in the degree of importance placed on new graduate hiring objectives compared to 3-5 years ago (after the COVID-19 pandemic and during the rapid introduction and spread of generative AI), 34.1% of companies responded that they place more importance on "Securing the number of personnel necessary for business maintenance and continuation," and 25.0% responded that they place more importance on "Securing future core personnel."

This indicates that new graduate hiring is not merely about filling positions but plays a crucial role in companies' mid-to-long-term talent acquisition.

Meanwhile, regarding the future impact of AI on human resource and recruitment strategies, 35.5% of companies responded that "Discussions have begun," but only 6.5% indicated that they have "Reflected discussions in human resource and recruitment strategies."

While companies are increasingly considering how to respond to AI, its reflection in human resource and recruitment strategies remains limited, highlighting the need for concrete future initiatives.

Although various discussions are taking place domestically and internationally regarding the impact of AI advancements on employment, the survey conducted in February-March 2026 did not confirm a shrinking of new graduate hiring needs in Japan. Rather, companies indicated an increased emphasis on securing personnel for business maintenance and continuation, and on training core personnel as objectives for new graduate hiring in the context of labor shortages due to population decline.

Recruit Works Institute will continue to research and disseminate information on the future of new graduate hiring and training in an era of population decline and AI, starting with this survey.
