About the Workers' Cooperative Law and its Work Style A workers' cooperative is a cooperative of cooperative work where working members invest themselves, actively participate in business management, and create work needed in the community. In December 2020, the Workers' Cooperative Law, which grants legal personality to workers' cooperatives, was enacted with unanimous agreement from all ruling and opposition parties. It came into effect on October 1, 2022. The law establishes three basic principles: (1) members invest, (2) members' opinions are appropriately reflected in business management, and (3) members engage in business operations. Its purpose is to contribute to the realization of sustainable and vibrant local communities. Businesses can be conducted in any field except for worker dispatching, and can be established by filing a notification with the prefecture if certain requirements such as having three or more promoters are met. The Workers Co-op Union, together with its member organizations, is promoting activities to realize humane work and livelihoods through cooperative work, utilizing this law.
