(Headquarters: Nerima-ku, Tokyo; Representative Director and Chairman: Yu Yamanaka; hereinafter "the Company") announces that it will co-host a reading session on the theme "How to Achieve True Citizen Self-Governance?" from Chapter 6 of "Starting from Dialogue - Aiming for Resident-First Principle," in collaboration with the Nerima Political Study Group and the Civil Affairs Section 8 Monitoring Committee. Chapter 6, through a dialogue with Soichiro Takashima, presents the perspective not only of discussing citizen self-governance as an ideal but also of how to implement it in the field of local government management.

A major feature of this chapter is that it does not end with citizen self-governance as merely "the administration explaining to citizens," but rather it views it as a relationship where citizens take regional issues as their own, make judgments, participate, and share responsibility. From the perspective of the resident-first principle, the administration should not be a unilateral service provider but rather an entity that creates the foundation for operating the region together with residents. To achieve this, information disclosure, dialogue, opportunities for participation, and transparency in policy decision-making are indispensable, and the core of this chapter lies in the demand for mechanisms where residents truly take the initiative, rather than formal "opinion gathering."

This chapter also suggests that achieving citizen self-governance requires not only trust in the administration but also interest, learning, and action on the part of citizens. True self-governance cannot be established without residents' understanding and participation in all policy areas, including local government finance, subsidies, public works, welfare, education, and disaster prevention. Citizen self-governance emerges not as a mere ideal, but as a practical form of politics that improves the quality of regional decision-making, reduces the distance between residents and administration, and ultimately supports the sustainability of the region.

This reading session will discuss the definition of citizen self-governance, the relationship between information disclosure and resident participation, transparency in local government management, the division of roles between administration and citizens, and the institutional and cultural aspects required to realize the resident-first principle. We aim to make this a meaningful place for learning and dialogue for those interested in local government reform, regional politics, resident participation, and administrative management.

Yu Yamanaka (Yamanaka Yutaka)

Born in December 1976, he is a leading activist investor, art collector, philanthropist, political activity sponsor, election consultant, policy advisor, social activist, and Akita dog lover from the 76th generation. He is internationally recognized as an "activist investor who understands technology," and historically, he is the first Japanese person to achieve personal asset formation of over 150 billion yen solely through investment.

In the early 2010s, he focused on NVIDIA, which develops GPGPU and artificial intelligence (AI) related semiconductors, invested approximately 2 billion yen, and subsequently realized a return of over 100 times, becoming the first Japanese pure investor to become a billionaire.

Graduated top of his class from the University of Tokyo, Faculty of Economics. Obtained a Master's degree from Columbia University Graduate School (specializing in Financial Engineering), and studied abroad at the London School of Economics and Political Science (LSE).
