【Event】Designing Organizations that Engage Employees and Foster Autonomy: Amagasaki City to Hold 'Human Capital Management Practice Model Enterprise Creation Project' Kick-off Seminar

Hyogo Prefecture's Amagasaki City (Secretariat: Unfac Co., Ltd.), a constituent organization of Open Innovation Core Amagasaki (OIC), will hold a kick-off seminar for the 'Human Capital Management Practice Model Enterprise Creation Project' on Wednesday, June 10, 2026. The project aims to improve business management in regional companies and drive sustainable growth for the local industry by supporting the practical application of 'organizational design that engages employees and fosters autonomy' and 'human capital management' (management that views employees as 'capital' to unlock their potential).

Background
While human talent is the source of sustainable corporate growth, many companies express difficulty in knowing where to start regarding responses to labor shortages and overall business growth. Amagasaki City has coined the term 'Corporate Communication Designer (CCD)' for practitioners who sincerely engage with employees and continuously explore organizational designs unique to their companies. This project was launched based on this concept, and this seminar serves as a first step to share the necessity and benefits of human capital management, along with advanced case studies.

Program Contents
The event will feature a keynote speech on the current status of human capital management by Sayaka Yamashita (Associate Professor, Faculty of Business Administration, Mukogawa Women's University) and Shunrai Tanaka (Small and Medium Enterprise Policy Research Division, Kinki Bureau of Economy, Trade and Industry). It will also include presentations on advanced corporate initiatives by Tsutomu Katatani (President, Tokuhatsu Sankyo Seisakusho Co., Ltd.) and Hiromi Otsuki (Growth Manager, WELLZ UNITED, Inc.), followed by a panel discussion with the speakers.

Next Steps: About the 'CCD Training Seminar'
Following the kick-off seminar, the city will launch the 'CCD Training Seminar' as a practical platform to support more concrete organizational transformation. This is a one-year hands-on program aimed at achieving an optimal organizational design for each company through reviews of internal communication and personnel evaluation systems. Applications for the first cohort (limited to 4 companies) are currently open to businesses within Amagasaki City.
