The Control Yuan announced today via a press release that Cai Shuoren, Zhong Dongrong, and Ji Songcun committed serious derelictions of duty by favoring specific vendors in solar photovoltaic leasing projects. Their illegal and derelict acts are clearly proven, damaging government credibility and the integrity of public servants. The impeachment case, proposed by Control Yuan members Pu Chung-cheng and Tsai Chung-yi, was passed on the 7th and will be transferred to the Disciplinary Court for trial.
According to the impeachment document, Cai Shuoren and Ji Songcun, during their tenure, handled solar photovoltaic leasing projects for the "Changhua County Zhutang Township Second and Sixth Public Cemeteries and Kindergarten Rooftop Solar Photovoltaic Power Generation System and Relocation and Land Preparation Project," the "Zhutang Township Public Retail Market Rooftop Space Solar Photovoltaic Power Generation System Lease Project," and the "Zhutang Park Wind and Rain Ball Court Rooftop Solar Photovoltaic Power Generation System Lease Project."
The impeachment document shows that Cai Shuoren had multiple meetings with vendors to discuss the details of the leasing project before the Zhutang Cemetery project was publicly announced online. He also leaked copies of the bidding announcement and the reserve price to vendors before the bidding process.
Ji Songcun was accused of discussing information that could lead to restricted or unfair competition with vendors before the public announcement of the Zhutang Cemetery project, allowing the solar power vendor favored by Cai Shuoren to win the bid, thereby benefiting the vendor. Both clearly failed in their duties as public servants and damaged the integrity of public servants.
Regarding Zhong Dongrong, the impeachment document states that when handling the "Yunlin County Erlun Township Office Ziqiang Fruit and Vegetable Market and Landfill Solar Photovoltaic Power Generation Equipment Lease" solar photovoltaic leasing project, Zhong Dongrong colluded with a solar power developer, leaking confidential bidding document content to the vendor before the public announcement. He also reached an agreement to accept bribes for the Ziqiang Market leasing project, allowing the solar power vendor he favored to win the bid, thereby obtaining illegal gains of NT$9.2 million and benefiting the solar power vendor.
The impeachment document points out that Cai Shuoren, Ji Songcun, and Zhong Dongrong, at the time of their actions, were township chiefs and section chiefs, respectively. They failed to administer according to law, benefiting themselves or others. In addition to violating the Criminal Code, the Anti-Corruption Act, and the Government Procurement Act, leading to criminal prosecution by prosecutors, their administrative misconduct also violated the Public Servant Service Act and the Public Servant Ethics Regulations, corrupting legal discipline and damaging the government's image of integrity.
