It stipulates that industrial and supply chain security work must adhere to the "overall national security concept, coordinate development and security," coordinate domestic and international efforts, promote high-level opening up, and facilitate stable and smooth global industrial and supply chains. It also clarifies that the Chinese government should guide the "reasonable and orderly layout" of industrial and supply chains, strengthen international cooperation in the field of industrial and supply chains, support breakthroughs in core technologies in key areas, and promote the "high-quality development" of industrial and supply chains. Second, it establishes and improves industrial and supply chain security systems and measures. It establishes and improves China's industrial and supply chain security working mechanism.
