The General Incorporated Association for Research on Large-Scale Condominium Renovation will hold free consultation sessions on large-scale condominium renovation work on July 11 (Sat) in Chofu City and August 29 (Sat) in Mitaka City.
In mid-June, the real names of approximately 40 companies, including consulting firms and construction companies, were publicly disclosed on suspicion of "bid-rigging" in large-scale renovation work. It was reported that the Japan Fair Trade Commission has decided to order their exclusion and the payment of approximately 1.6 billion yen in surcharges, viewing them as potentially having unfairly inflated renovation costs.
The "design and supervision method" (two methods) and the "contractor-managed construction method," which involve large-scale condominium renovation work with consulting firms, were common contract methods. However, even in the "contractor-managed construction method," which is said to be a direct contract with the construction company, kickbacks are actually occurring from the construction company recommended by the management company to the management company, and the reality is that the construction costs are being inflated behind the scenes from the perspective of the management association. This is due to the industry's characteristic "layered subcontracting structure" (see diagram below).
With the "design and supervision method" now pointed out as a potential "hotbed for bid-rigging," condominium management associations are forced to reconsider which construction method to adopt.
Furthermore, it is said that condominium renovation costs will soar further due to the "naphtha shock." In addition to concerns such as the increase in aging condominiums, soaring prices of renovation materials, and rising labor costs due to labor shortages, the "naphtha shortage" makes it unavoidable that construction costs will increase. Management associations must prepare for their long-term renovation plans more meticulously than ever before.
Therefore, the General Incorporated Association for Research on Large-Scale Condominium Renovation proposes the "Direct Contract Method," which incurs no unnecessary fees to management companies.
At the free consultation sessions, active condominium managers who have handled numerous large-scale renovation projects using the "Direct Contract Method" with condominium management associations will explain the "Direct Contract Method" from a professional perspective.
