Japan System and Nakatsu City Announce FAST Financial Accounting Implementation and Start of Google Cloud Deployment

Japan System Co., Ltd. (head office: Shibuya-ku, Tokyo; President and Representative Executive Officer: Katsuya Matsuno; hereinafter Japan System) and Nakatsu City, Oita Prefecture (Mayor: Masanori Okutsuka; hereinafter Nakatsu City) announced the introduction of the administrative management support service FAST Financial Accounting and the start of its deployment in a Google Cloud environment. The system is scheduled to go live in stages from October 2026. Background: Nakatsu City has promoted the “Nakatsu-style DX Digital Transformation Project,” including the onlineization of administrative procedures in FY2021 and the rollout of Google Workspace and Chromebooks to all city employees, while developing its digital infrastructure. However, the existing financial accounting system did not sufficiently integrate with these tools, leaving challenges in promoting telework. Against this backdrop, Nakatsu City decided to renew its financial accounting system to accelerate the creation of a resilient and efficient work environment that can support diverse work styles, including during large-scale disasters and telework. Japan System’s proposal and evaluation points: Japan System proposed FAST Financial Accounting with enhanced functions to support Google Cloud and ChromeOS environments. In collaboration with Marubeni Information Systems Co., Ltd., a partner company familiar with Google Cloud infrastructure, it proposed an environment design with zero trust in mind, infrastructure construction focused on stability and availability, and business process reviews premised on system utilization. Key evaluation points included the ability to ensure compatibility with Nakatsu City’s Google Cloud and ChromeOS environment, as well as the fact that Japan System conducted technical verification in advance on Google Cloud and confirmed operation for real-world use in a ChromeOS environment. The proposal also included a standard electronic approval function specialized for financial accounting processes, enabling the full sequence from drafting and review to payment to be completed online. Japan System further proposed support for reviewing accounting examination operations accompanying the system migration, with the aim of building a framework that enables financial administration to be carried out reliably even in a telework environment. These points led to the contract award. Nakatsu City’s initiatives and future outlook: From FY2024 to FY2025, Nakatsu City introduced Chromebooks and Google Workspace across the entire city government and upgraded its internal network environment. This created an environment in which employees can securely and comfortably use internet access, groupware, generative AI, and application development platforms such as AppSheet. By adopting Google solutions for its infrastructure, the city achieved simple yet robust zero-trust security and cost optimization. Nakatsu City is currently accelerating its “Nakatsu-style DX,” in which employees take the lead in improving citizen services and operational efficiency by using Gemini, NotebookLM, Google Apps Script (GAS), AppSheet, Google Maps, and other tools. Regarding this implementation, Nakatsu City said that Japan System demonstrated the technical capability to meet the city’s advanced requirements of “operation on ChromeOS” and “deployment on Google Cloud.” For a Google Cloud deployment with few precedents, Japan System presented an implementation plan backed by high expertise and extensive experience, enabling the city to decide on the introduction with confidence. In particular, the city expressed strong trust in Japan System’s technical capability to use IAP (Identity-Aware Proxy), Google Cloud’s authentication foundation, to implement strict access control through the city’s Google accounts. Nakatsu City also noted that because current operations are deeply rooted in the existing system, this system renewal represents a major turning point and came with concerns. However, based on FAST Financial Accounting’s scalability, extensive track record, and Japan System’s proposal for a solid project execution structure, the city is confident in entrusting the project to Japan System. Looking ahead, with FAST Financial Accounting scheduled to run on Google Cloud in April 2027, Nakatsu City will fully transition to the beta-prime model of the three-tier separation architecture. This will allow employees to securely use the main systems required for daily work from any location, as long as they have internet access. The city plans to maximize the benefits of building the system on Google Cloud and is considering integration with various cloud services. For example, it intends to study the creation of a flow that automates expenditure order input into the financial accounting system using Google Workspace Studio on Google Cloud and RPA. Nakatsu City also expects Japan System to build on the success of this Google Cloud deployment and propose further measures to accelerate the city’s business reform. Japan System’s initiatives and future outlook: Based on its track record of introducing financial accounting systems to more than 280 organizations, Japan System is strengthening initiatives in BPR and DX for internal administrative operations, EBPM and administrative evaluation support, and AI and data utilization. With FAST Financial Accounting now supporting Google Cloud and ChromeOS environments, Japan System aims to go beyond environment compatibility and address broader business challenges in the financial accounting domain. It is planning and promoting a financial accounting AI agent concept in which Gemini works with AI agents specialized for tasks such as budget formulation and execution, taking on an orchestration role in problem solving to further improve local government productivity. FAST Financial Accounting will also continue studying requirements for Japan’s Digital Agency Government Cloud environment and public SaaS, service delivery models, and the provision of functions using Gemini.
