Axis Inc. (Headquarters: Shibuya-ku, Tokyo; President and CEO: Yudai Suenaga), which develops job change support and career support services with a focus on "career development for independent individuals," has compiled and analyzed data from pre-interview questionnaires for its self-operated job change agent service, "Suberanai Career Agent" (February 2025 - June 2026).

The results revealed that 39.8% of individuals registered with the job change agent (approximately 4 out of 10 people / over 200 out of over 500 cases) responded that their desired job type is "undecided (wish to consult)."

Furthermore, "self-analysis" (51.3% / approximately 5 out of 10 people / over 250 out of over 500 cases) ranked second in consultation purpose, following "job referrals" in first place.

This indicates that approximately 40% of people who have started their job change activities have not decided on a job type, and they wish to organize their own direction before looking at specific job openings.

Survey Overview

Survey Name: Suberanai Career Agent Pre-Interview Questionnaire

Organizer: Axis Inc.

Survey Method: Pre-interview questionnaire for individuals registering with the self-operated job change agent.

Target Audience: Registrants of Suberanai Career Agent

Valid Responses: Over 500

Survey Period: February 2025 - June 2026

Desired Job Type Ranking: 1st place is "Undecided (wish to consult)" 39.8%

*Results from 11th place onwards

11th place: Recruitment HR 1.7% / 12th place: Inside Sales 1.5% / 13th place: Administrative Department (General Affairs, Labor Relations, Accounting, Legal Affairs) 1.5% / 14th place: Individual Sales (Intangible Goods) 1.1% / 15th place: Individual Sales (Tangible Goods) 1.0% / 16th place: Sales/Customer Service (Apparel, etc. Retail) 1.0% / 17th place: Web Designer 0.2% (Single choice, total composition ratio 100%)

Second most common consultation purpose is "Self-Analysis" 51.3%

When asked the same registrants "What do you want to consult with an agent about?" (multiple choice),

"Self-analysis" (51.3% / approximately 5 out of 10 people / over 250 out of over 500 cases) ranked second, following "job referrals" (60.3% / approximately 6 out of 10 people / over 300 out of over 500 cases) in first place.

This demonstrates that, contrary to the common belief that "agents are places to get job referrals," self-analysis is actually in high demand, on par with job referrals.

Our Viewpoint

According to Mynavi's "Job Change Trend Survey 2026 Edition (2025 Actual Results)," the job change rate for full-time employees in 2025 recorded its highest level since the survey began at 7.6%.

As an average across all industries and age groups, this calculates to "approximately 1 in 13 full-time employees changed jobs in the past year," indicating a steady increase in job change activity in the overall Japanese labor market.

On the other hand, the same survey also found that 52.6% of job changers responded that they "felt career stagnation in their previous job."

Combining this external data with our survey result of "39.8% (approximately 4 out of 10 people / over 200 out of over 500 cases) with undecided desired job types" reveals a structural change in the current job change market.

This means that as job change activity becomes more active, a certain segment of people "take action to break free from current stagnation but have not yet decided on a specific destination (job type)."

As a result of lowered hurdles for job changes, the "stage of starting job change activities" and the "stage of deciding on a specific job type" are becoming more easily separated.

The fact that "self-analysis" (51.3% / approximately 5 out of 10 people / over 250 out of over 500 cases) ranks highly as the second consultation purpose also reflects this structural change.

There is a paradox where the more active the job market becomes and the more job options increase, the harder it becomes to decide "what do I really want to do?"

This "hesitation due to increased options" is reflected in the high demand for self-analysis, where individuals want to organize their own core values before receiving job referrals, according to our company's perspective.

Representative's Comment

Yudai Suenaga, President and CEO, Axis Inc.

Contrary to the public perception that people starting job change activities already have a desired industry or job type in mind, in our daily operations, approximately 40% of individuals visit us for consultation with an "undecided desired job type."

Currently, precisely because there are more job change options, an increasing number of job seekers are becoming unsure of "what they truly want to do."

For those whose destinations are undecided, simply presenting job postings will not lead to a fundamental solution.

First, through dialogue, we conduct self-analysis and help them verbalize their target job type and direction.

We believe this is the most essential initial step to move forward with a job change at this time.
