Zenken Corporation (Head Office: Minato-ku, Tokyo; President and CEO: Junnosuke Hayashi; hereinafter referred to as Zenken) is pleased to announce that it has agreed to conclude a business partnership agreement with The Thirty-Three Bank, Ltd. (Head Office: Yokkaichi City, Mie Prefecture; President and CEO: Gotaro Michihiro; hereinafter referred to as The Thirty-Three Bank) on July 1, 2026, with the aim of collaborating in the field of introducing overseas human resources.

Background of the Partnership

Currently, labor shortages in regional cities are a serious social issue that affects the survival of companies and business succession. In Mie Prefecture as well, securing human resources is an urgent task in a wide range of industries, including "engineers" who are responsible for technical departments such as manufacturing, construction, and information and communications, and "caregiving" which is the foundation of the regional economy.

Zenken, with its purpose of "Creating a future that doesn't exist," views the labor shortage due to the declining birthrate and aging population in Japan as an important social issue, and has focused on supporting the recruitment of engineers, particularly in IT, and securing human resources in caregiving settings.

Zenken's overseas human resources segment operates a business that matches Japanese companies facing labor shortages with excellent overseas human resources who wish to work in Japan, providing comprehensive support from introduction to settlement through partnerships with engineering universities in Bengaluru, India, and NSDC International (a subsidiary of the National Skill Development Corporation of India), a government-affiliated organization in India.

On the other hand, The Thirty-Three Bank operates an extensive branch network across one metropolitan area, one prefecture, and five prefectures, mainly in Mie and Aichi Prefectures, providing in-depth consulting services to regional companies. The bank has been working to alleviate labor shortages for regional companies by holding seminars on hiring foreign nationals and providing matching support. Through this partnership, both companies will expand their services, particularly in the area of "overseas caregiving human resources," where demand is high.

This partnership will directly contribute to resolving labor shortages by combining Zenken's expertise in introducing and training overseas human resources with The Thirty-Three Bank's extensive network. Through customer referrals from The Thirty-Three Bank, Zenken's specialized solutions can be delivered to a wider range of companies.

Details of the Partnership

Through this partnership, both companies will leverage their respective strengths to jointly promote services in the following areas:

1 Introduction and settlement support for overseas engineer human resources

Zenken partners with 54 engineering universities, mainly in Bengaluru, India's IT hub, to introduce Indian students in fields such as IT, mechanical, and electrical engineering to Japanese companies. In addition to introducing talent, Zenken also supports their settlement through Japanese language education and life orientation.

Through this partnership, these highly skilled professionals will be introduced to The Thirty-Three Bank's client companies, supporting the resolution of labor shortages in the manufacturing and IT industries.

2 Introduction and settlement support for overseas caregiving human resources

Zenken is engaged in the introduction of Specified Skilled Workers in the caregiving field in collaboration with NSDC International and Indonesian human resource dispatch organizations. As a registered support organization that supports the activities of Specified Skilled Worker (1) visa holders, Zenken provides one-stop support, including Japanese language education, acceptance support, employment follow-up, and settlement follow-up for overseas human resources.

Through this partnership, these Specified Skilled Workers will be introduced to The Thirty-Three Bank's client companies, supporting the resolution of labor shortages in the caregiving industry.

Future Outlook

This partnership will enable Zenken to approach a wide range of client companies, primarily in Mie Prefecture, and achieve high-quality matching backed by the trust of The Thirty-Three Bank. By supporting regional companies in securing human resources, Zenken will contribute to the revitalization of the regional economy and further solidify the growth of its overseas human resources business, as outlined in its medium-term management plan, "Road to 250."

Both companies will continue to contribute to the sustainable development of the region by supporting regional companies in securing human resources, while also aiming for further improvement of corporate value.
