(Headquarters: Fukuoka City; President & CEO: Takayasu Tokitsu; Securities Code: 6195), a company specializing in services for local governments, has announced its decision to implement a base-up and provide an inflation special allowance (lump-sum payment) for its employees in fiscal year 2026.

### Background and Rationale The impact of high prices over the past few years has been significant. The Consumer Price Index (General) remained at a high level with a +2.6% year-on-year average in FY2025, continuing to affect daily social life. In response, Hope has been continuously implementing inflation allowances, base salary increases, and starting salary hikes since FY2023.

These measures aim to create an environment where employees can protect their livelihoods and focus on work with peace of mind. They also serve as an expression of gratitude for their daily efforts and as a strategic retention move to secure talent amid the current difficult hiring landscape, ultimately aiming for future business growth and corporate value enhancement. For these reasons, the company has decided on the following measures for FY2026.

### Base-Up Details (1) Targets: 201 full-time employees and 27 part-timers (excluding those with less than 6 months of service) as of April 1, 2026. (2) Implementation: In principle, a monthly increase of 1,000 JPY or an hourly increase of 10 JPY. *If the monthly salary does not reach 250,000 JPY after the increase, it will be raised to 250,000 JPY (matching the 2026 new graduate starting salary). (3) Effective Date: From April 1, 2026.

### Inflation Special Allowance Details (1) Targets: 202 full-time employees on the payment date. (2) Amount: Up to 222,222 JPY per person (calculated based on service duration from April 2025 to March 2026). (3) Payment Date: April 30, 2026.
