Having long served as the Chair of the Lending/Leasing Working Group for the Principles for Financial Action for the 21st Century (Ministry of the Environment), he holds an extensive network among regional financial institutions. Furthermore, he has actively participated in policy discussions by serving on numerous government committees, including as Chair of the Study Group on Nature-Positive Economies, Chair of the Evaluation Committee for Decarbonization Leading Areas, Deputy Chair of the Study Group on Regional Revitalization SDGs Finance, and as a member of the Study Group on Disclosure Guidelines for Non-Financial Information.

Keisuke Takegahara
Joined the Japan Development Bank (now Development Bank of Japan Inc.) in 1989. After serving as Chief Representative in Frankfurt, General Manager of the Environment & CSR Department, General Manager of the Industrial Research Department, Executive Officer and Deputy Head of the Industrial Research Headquarters, and Director of the Research Institute of Capital Formation, he assumed his current position in 2024. He has long been engaged in the planning and operation of environmental and sustainable finance, including developing the world's first loan menu that incorporates non-financial information into evaluations. He holds numerous public positions, including on the Central Environment Council and the Industrial Structure Council.
