The specified non-profit organization Video Industry Promotion Organization (abbreviated as VIPO, Chairperson: Takayuki Matsutani, Chuo-ku, Tokyo) will hold a seminar as part of the Ministry of Internal Affairs and Communications project “Survey on Diversifying Financing for Live-action Content.” The seminar aims to establish an environment where drama, variety, and other live-action content productions can accept equity investments or loans from financial institutions.

To produce works with an overseas perspective that also utilize external foreign capital, and to foster the creation of diverse intellectual properties by a variety of companies including small and medium-sized enterprises, diversification of production financing such as equity investment from financial firms is required. In this seminar, participants will learn about diversified financing from examples such as how to utilize “content investment funds” for anime and films and case studies of overseas investment companies.

Tomonobu Ibe (CEO, Questory Inc.)

After graduating from the University of Tokyo, he joined Goldman Sachs in 2011. After 11 years in the securities division, he founded Questory Inc. in 2022. With the slogan “Make Japan’s entertainment and content the best in the world through the power of finance,” he is engaged in forming funds specializing in anime, film, and IP, project finance, corporate finance, and creating new financing schemes using the latest technologies.

Makoto Nagahori (President & CEO, Phillip Securities Japan Co., Ltd.)

Graduated from the Graduate School of Science, the University of Tokyo. Joined Nomura Securities Co., Ltd. in 1999 and engaged in equity trading. In 2006 he was transferred to Nomura Securities’ New York branch, where he worked throughout his U.S. assignment in global equities trading for U.S. institutional investors such as hedge funds. Returning to Japan in 2009, he took responsibility for electronic trading services for institutional investors in Japanese equities within the Nomura group. In 2014 he served as President & CEO of Chi-X Japan, Japan’s alternative equity trading venue. In 2017 he left Nomura Securities and joined Morgan Stanley MUFG Securities, overseeing the electronic trading division and global hedge fund clients. From July 2021 he has served as President & CEO of Phillip Securities Japan, a full-service securities company overseeing retail sales, wealth management, online securities, corporate sales, and investment banking.

Peter Y. Choe (Founder & CEO, BLINTN)

Founder and CEO of BLINTN, a global content investment company built on one of the world’s largest B2B content databases. Through the company, he serves over 1,600 media and entertainment companies across more than 80 countries. Utilizing proprietary data and market intelligence along with a global network of studios, broadcasters, platforms, producers, and investors, he discovers, evaluates, finances, and builds business schemes for international content opportunities in Asia and global markets. As an expert in content financing, international co-productions, and cross-border media investment strategies, he has worked with a wide range of content companies, investors, broadcasters, and government-related organizations to design financing schemes, build co-production models, devise distribution strategies, and structure investment-led projects. Prior to founding BLINTN, he practiced media and entertainment law and served as Korea representative of the Golden Equator Group.

Survey on Diversifying Financing for Live-action Content: This is one of the Ministry of Internal Affairs and Communications’ projects for fiscal year 2026. To examine effective methods to promote diversification of production financing—such as international co-productions with overseas broadcasters and investments from financial firms—toward production with an overseas market perspective using external capital and the creation of diverse intellectual properties by various companies including SMEs, VIPO serves as the administrative office.
