"Towards a Society Where Everyone Can Cast a Vote": Demonstration Experiment of "Voter-Friendly Voting Environment" Through Voting Experience for People with Disabilities Conducted in Kitakyushu City [Shiori Muraoka, Lecturer, University of Shimane]
Shiori Muraoka, a lecturer at the University of Shimane, and others will conduct a feasibility study for "voter-friendly voting" targeting voters with disabilities in Kitakyushu City on April 14, 2026, as part of a JST-RISTEX research and development project. This demonstration experiment aims to verify the usefulness and implementability of a voting environment that combines proactive improvement measures and reasonable accommodations, based on voting barriers identified in previous surveys. Assuming a fictional mayoral election, participants will experience voting using actual voting tools, and interviews before and after voting, as well as workshops, will be conducted.

As part of the JST-RISTEX "Co-creative Research and Development Program for Achieving SDGs (Scenario Creation Phase)" research and development, we have been conducting research since October 2024 to realize a voting environment that is friendly to all voters.
This time, in collaboration with the Kitakyushu City Election Administration Commission, we will publicly conduct a feasibility study for "voter-friendly voting" targeting voters with disabilities on Tuesday, April 14, 2026. This study aims to verify the usefulness and implementability of a voting environment that combines proactive improvement measures and reasonable accommodations, based on voting barriers identified through previous experiential voting surveys. On the day, a polling place will be recreated using actual voting tools, and a series of processes from obtaining information before voting to completing the vote will be observed and investigated. In addition, an idea workshop for "creating voter-friendly voting" with election officials will be held to explore barriers to implementation. This project aims not only to reduce the burden of voting for voters with disabilities but also to verify the possibility of balancing this with the administrative burden on local governments, with the goal of building a scenario for nationwide deployment.
