- Innovative and promising.
- Sales or provision must have started in Japan under the company's own name by the time of application acceptance.
- Less than 5 years since commercialization (on or after May 1, 2021).

- SMEs, SME organizations, SME groups whose representative company operates substantially in Tokyo, or sole proprietors who operate substantially in Tokyo.
- Those who can take technical and manufacturing responsibility for the applied products, technologies, and services.
- Fulfilling other requirements specified in the application guidelines.
