In Kumamoto Prefecture, where an economic ripple effect of 11 trillion yen is expected due to TSMC's expansion, Higo Bank is leading wide-area development projects such as town revitalization projects. TRUSTART supported the construction of a data infrastructure that enables on-site bank employees to act immediately by rapidly and comprehensively collecting and organizing real estate registration information.

◼️ Background

In regional areas facing population decline and changes in industrial structure, regional banks are expected to play a role as "town development partners" who proactively engage in regional real estate and development projects, not just in lending.

Amidst this, in Kumamoto Prefecture, large-scale urban development and transportation infrastructure improvements are occurring simultaneously and in multiple locations, triggered by the expansion of TSMC, the world's largest contract chip manufacturer. To respond to these changes, Higo Bank has newly established the "Urban Development and Town Planning Support Office," a dedicated team of five individuals with experience in both public and private sectors.

On the other hand, the following "analog barriers of real estate data" were hindering operations on the ground:

・Scattered Information: Real estate information was dispersed across headquarters and branches, making it difficult to determine if it was the latest information. ・Slow Acquisition Speed: The existing system required a significant amount of time to acquire registration information over a wide area. ・Psychological Hurdles: Due to the scale of investigating hundreds of land parcels, on-site staff tended to hesitate to proceed. ・Cost Barriers: There was a history of abandoning attempts to systemize person-specific information due to excessively high development costs.

◼️ Support Details

TRUSTART proposed a policy of creating a foundation for practical data utilization without interfering with existing systems. They also provided support for internal coordination to overcome budget acquisition hurdles, primarily implementing the following three support measures:

(1) Data Provision Comprehensively acquired and digitized wide-area real estate registration information within Kumamoto Prefecture. Created a list of landowners for approach in town revitalization project target areas and delivered data that allowed the on-site team to act immediately.

(2) Data Cleansing Updated real estate registration information previously acquired and held by Higo Bank to the latest status (name consolidation, deduplication, update to latest information).

(3) Utilization Consulting

Designed a data operation plan that takes into account the bank's specific system constraints and organizational structure. Also supported the development of manuals to enable on-site employees to independently utilize real estate data.

◼️ Implementation Effects

Completed extensive real estate registration investigation work in a short period, enabling on-site staff to "immediately proceed to the next action."

Established a path towards centralized management and assetization of person-specific real estate information, and created a foundation for younger bank employees to utilize real estate data.
