Iizuna Town, Nagano Prefecture (along with five other municipalities: Kamishihoro Town, Hokkaido; Joetsu City, Niigata Prefecture; Koshu City, Yamanashi Prefecture; Takahama Town, Fukui Prefecture; and Kyotango City, Kyoto Prefecture) and Rakuten Group, Inc. (hereinafter "Rakuten") have newly commenced a partnership to promote the social implementation of the "Furusato Resident Registration System" (Note 1), which the Ministry of Internal Affairs and Communications aims to establish (Note 2).

This partnership is part of the initiatives of the "Furusato Resident Support Consortium" (Note 3) established by Rakuten, and the number of participating municipalities is being expanded sequentially. Rakuten and the six municipalities aim to expand the base of people with connections to the regions and secure human resources for regional industries, such as local accommodation providers, through Rakuten's travel reservation service "Rakuten Travel" and its e-commerce platform "Rakuten Ichiba," addressing challenges such as labor shortages in key regional industries and the expansion of related populations.

Specifically, the special page "Gather! Future Furusato Residents 2026" on "Rakuten Ichiba" concerning the "Furusato Resident Registration System" has been renewed to disseminate information about the appeal of municipalities and spot work opportunities in primary industries. Users who become interested in a municipality through this special page and contribute to the region through on-site activities and labor as a "Furusato Resident" will receive a Rakuten Travel coupon of 3,000 yen or more off, usable for accommodation expenses at eligible facilities. Furthermore, official web antenna shops for each municipality will be opened within "Rakuten Ichiba" to introduce the charm and specialty products of the regions, providing a mechanism for people to easily support the local economy even from afar.

Rakuten and the participating municipalities will continue to undertake various initiatives to create related populations and cooperate for the further growth of regional industries.

(Note 1) Initiatives to build continuous relationships with people involved in regions are being implemented as unique efforts by some local governments. However, challenges such as the inability to visualize the scale of related populations and their relationships with regions have arisen. In response, the Ministry of Internal Affairs and Communications established the "Furusato Resident Registration System" as a mechanism to register individuals who are continuously involved with a region other than their place of residence.

(Note 2) Kamishihoro Town, Hokkaido, and Iizuna Town, Nagano Prefecture, have been selected for the Ministry of Internal Affairs and Communications' "Furusato Resident Registration System Model Project." Additionally, Rakuten has been designated as a "Specified Residence Support Corporation" by the Ministry of Land, Infrastructure, Transport and Tourism to promote "two-region residency" for Kamishihoro Town, Hokkaido, and Kyotango City, Kyoto Prefecture.

(Note 3) This is a joint venture comprising companies and local governments, established in September 2025 by Rakuten to promote the social implementation of the "Furusato Resident Registration System" that the government aims to establish. Rakuten serves as the secretariat.
