Our company's free consultation service for housing and living, "Sumai to Kurashi no Concierge" (Housing and Living Concierge), has been selected as the first consignment business operator for the newly established Shinagawa Child-Rearing and Vacant House Bank (hereinafter referred to as "this project") by Shinagawa Ward. The project will commence operations on July 10, 2026 (Fri).

In recent years, the increase in vacant houses nationwide has become a social issue. In Shinagawa Ward, the situation is also serious, with 26,680 vacant houses and a vacancy rate of 10.1%*. Furthermore, Shinagawa Ward has a large number of densely populated wooden housing areas, posing a high risk of significant damage in the event of an earthquake or fire, presenting a challenge of high regional risk.

This project is a public system led by Shinagawa Ward that provides a framework and information platform to support matching between owners who "want to effectively utilize their vacant houses," prospective tenants such as child-rearing households who "want to continue living in Shinagawa Ward," and organizations and businesses that "want to use them for the community." This project also marks the first time Shinagawa Ward will establish a vacant house bank in conjunction with the start of this initiative. This project specializes in rentals and covers not only continuous use for residential purposes but also temporary use for public interest purposes such as community exchange, disaster prevention, and child-rearing support.

In this project, "Sumai to Kurashi no Concierge" will not only manage and operate the vacant house bank but also serve as a consultation desk for both vacant house owners and prospective users. We will provide comprehensive support, from accepting consultations regarding the utilization of vacant houses to supporting registration on the vacant house bank and consultations regarding renovations. We will also work to create opportunities for concrete utilization through seminars on vacant house utilization and on-site tours.

"Sumai to Kurashi no Concierge" has experienced staff with extensive knowledge of real estate. Based on abundant information in the Tokyu Line station-front stores and along the Tokyu Line areas, we provide neutral advice, from organizing the client's issues to proposing various solutions including handling vacant houses, and introducing approximately 200 partner companies, including those outside the Tokyu Group. As a free one-stop consultation service that supports clients according to their needs, we have received over 24,300 consultations in total over 17 years since the service began.

Additionally, since 2021, we have had an agreement with Shinagawa Ward for the "Shinagawa Ward Vacant House Specialist Consultation Service," and "Sumai to Kurashi no Concierge" has handled a wide range of consultations from vacant house owners, accumulating expertise and achievements in vacant house utilization. Therefore, we can provide continuous support for resolving the issues of vacant house owners, even if they wish for utilization or solutions other than rental.

Our company will continue to address regional issues, including vacant houses, and contribute to improving the value of our service areas and realizing sustainable town development through the effective utilization of regional resources.
