The Noborito Station Square Urban Redevelopment Association, its members, and participating members Tokyu Land Corporation (Head Office: Shibuya-ku, Tokyo; President: Hiroaki Hoshino), Odakyu Real Estate Co., Ltd. (Head Office: Shibuya-ku, Tokyo; President: Hidetoshi Igarashi), and Tokyu Corporation (Head Office: Shibuya-ku, Tokyo; President: Masahiro Horie) are pleased to announce that for the "Noborito Station Square Area Class 1 Urban Redevelopment Project" which they are jointly promoting, the Rights Conversion Plan received approval from the Mayor of Kawasaki City on March 19, 2026, and new construction will commence. This project is a redevelopment project that will integrally develop approximately 0.6 hectares within a portion of Block 90 of the "Kawasaki Urban Planning Project Noborito Land Readjustment Project" being implemented by Kawasaki City. The area surrounding Noborito and Mukogaoka-Yuen Stations is designated as a "Community Living Hub." This project site, located in front of Noborito Station, aims to strengthen the formation of a station square hub and enhance the overall appeal of the town by connecting the "station (Noborito Station)," the "town (local residents and resources)," and the "outside (visitors)."

Towards its planned completion in fiscal year 2029, we will create a new hub that enhances local vibrancy and convenience, including improving transportation convenience through connection with the station and creating a station square space befitting the gateway to the surrounding area.

Features of This Project (1) Development of a Pedestrian Network We will create a safe and comfortable pedestrian network connecting the "station" and the "town" by developing a pedestrian deck that seamlessly connects the station and this project site, along with convenient and barrier-free vertical access facilities and sidewalk open spaces that contribute to a comfortable walking environment.

(2) Creation of an Attractive Station Square Hub We aim to form a hub befitting the gateway to the surrounding area by arranging commercial functions and plaza functions that will be the "nucleus of vibrancy," tourism support functions that will serve as a base for disseminating local resources, childcare support functions, and urban residences that accommodate multi-generational and diverse lifestyles, so that each function harmonizes.

(3) Formation of a Disaster Response Hub We aim to create a community disaster response hub that will handle disaster response not only for residents and facility users but also for local residents, visitors, etc., by developing plazas, facilities for people stranded during disasters, disaster supply warehouses, and self-generation equipment.

Pedestrian Deck Directly Connected to "Noborito Station" NE&Partners Japan Co., Ltd. was appointed as the designer of the pedestrian deck that will seamlessly connect the newly created station square hub with Noborito Station. The design is an open structure that creates new "connections" within the town, integrating with local resources such as Ikuta Ryokuchi and the Tama River that Noborito possesses, as well as the verdant station square. The gently curved linear shape allows for support with columns on only one side, creating a sense of openness.
