東京世紀、東廣島市、東廣島智慧能源簽署「實現地區脫碳化之合作協定」

東京世紀股份有限公司（總公司：東京都千代田區，代表取締役社長：藤原 弘治，以下稱「東京世紀」）欣然宣布，已與廣島縣東廣島市（市長：髙垣 廣德）及東廣島智慧能源股份有限公司（總公司：廣島縣東廣島市，代表取締役：川口 一成，以下稱「HSE」）簽署了「實現地區脫碳化之合作協定」（以下稱「本協定」），旨在實現東廣島市的脫碳社會。

■協定簽署的背景與目的

位於廣島縣中部地區的東廣島市，作為大學與研究機構匯集的國際學術研究都市持續發展，並於2024年獲選為環境省的「脫碳先行地區」。目前，在推動全市域脫碳化的同時，該市面臨著都市型脫碳化獨特且複雜的挑戰，例如「應對學生城市特有的高密度居住型態」以及「大型事業所旺盛的能源需求與再生能源導入適地的減少」。

HSE是一家於2020年2月成立的地區新電力公司，旨在促進再生能源的在地生產在地消費及建構地區循環型經濟。HSE透過向市有設施供應低碳電力及推動節能事業，積極解決地區性課題。此外，東京世紀將自2025年度起新設「地區共創營業部」，透過與地區夥伴企業的合作，在推動再生能源導入及普及節能設備等方面，支援地區脫碳化與地區經濟的發展。

此次，透過結合東廣島市的「政策制定與場域提供」、HSE的「深耕地區的能源供應能力」，以及東京世紀的「脫碳解決方案提案能力與實績」，三方相互連携，旨在研議東廣島市脫碳事業的企劃、探討及可行性，並建構地區脫碳模式，進而簽署本協定。

■主要合作內容

• 基於本協定，三方將在以下事項上進行連携與合作：

• 掌握與分析市域脫碳相關課題，並整理相關計畫下施策的進展狀況及進行必要研議。

• 研議擴大再生能源導入的制度設計及共識形成方法。

• 研議推廣節能與高效率設備的支援方法。

• 研議統包受電方式及ESCO事業的制度設計與實證。

• 研議有助於提供低廉且穩定電力的機制。

• 研議向市民與事業者進行普及啟發及促進行為改變的相關事宜。
