Sustained operations by small and medium-sized enterprises (SMEs), which constitute 99% of all businesses in Tokyo, are essential for further economic development in the capital.
Meanwhile, manufacturing enterprises—key players in the supply chain—are decreasing due to business closures caused by lack of successors or relocation outside Tokyo, making large-scale transformations such as management integration increasingly necessary for SMEs.
To address this, the Tokyo Metropolitan Government will provide subsidies for construction of factory buildings and equipment installation within Tokyo undertaken by SMEs in conjunction with management integration or similar initiatives, thereby enhancing the value-added capacity of the supply chain.

From the first day of the month following the date of approval decision, up to a maximum of three years

Main Eligibility Criteria
[Common Criteria (Collaborative and Individual Categories)]
1 The factory must be newly constructed, expanded, or renovated within Tokyo.
2 The project must contribute to enhancing the overall value of the supply chain (projects with significant supply chain impact or factory construction projects will be prioritized).
3 The applicant must have a business plan to continue operating in Tokyo for at least 10 years after completion of the subsidized project.
[Collaborative Category]
1 The applicant must have concluded a contract related to management integration or similar initiative between three years prior to the baseline date and the project completion date, and the contract must remain valid on the project completion date.
2 Minimum subsidy amount is 10 million yen.
[Individual Category]
1 The applicant must have recorded a positive operating profit in the most recent fiscal period.
2 Minimum subsidy amount is 50 million yen.
3 The applicant must have been substantially conducting business in Tokyo for more than 10 years.
