Tokyo Metropolitan Government to Support Product Development for Zero Emissions: Call for Applications for FY2026 "Business Transformation Support Project for Promoting Zero Emissions (Product Development Subsidy)" Begins!

Amidst the deepening climate crisis and significant changes in social conditions, the Tokyo Metropolitan Government has formulated the "Zero Emission Tokyo Strategy Beyond Carbon Half" and set a new target to reduce greenhouse gas emissions by 2035.

To achieve this goal, the Tokyo Metropolitan Government and the Tokyo Small and Medium Business Support Center (Public Interest Incorporated Foundation) are implementing the "Business Transformation Support Project for Promoting Zero Emissions." This project aims to promote the entry of Tokyo-based SMEs into zero-emission related industries, as well as the development of zero-emission technologies and products, and market expansion.

The product development subsidy under this project targets Tokyo-based SMEs engaged in the development and improvement of products that contribute to zero emissions, providing a subsidy for a portion of the necessary expenses.

1. Project Overview

Eligible Applicants

(Individual Application) SMEs substantially operating businesses in Tokyo.

(Joint Application) Groups of SMEs or SME organizations in Tokyo.

Application Requirements

Products/technologies must fall under one of the following policies outlined in the "Zero Emission Tokyo Strategy Beyond Carbon Half" formulated by the Tokyo Metropolitan Government:

[Policy 1] Making renewable energy a core energy source

[Policy 2] Expansion of zero-emission buildings

[Policy 3] Promotion of zero-emission mobility

[Policy 4] Promotion of hydrogen energy utilization

[Policy 5] Transition to a circular economy

(Promotion of sustainable resource use, plastic countermeasures, and food loss countermeasures)

[Policy 6] Fluorocarbon countermeasures

[Policy 7] Promotion of climate change adaptation measures

Eligible Expenses

Raw materials and auxiliary materials costs, machinery and tool costs, outsourcing/contracting costs, direct labor costs, real estate rental fees.

Subsidy Rate

Up to 2/3 of the expenses recognized as eligible for subsidy.

Maximum Subsidy Amount

(Individual Application) 15 million yen

(Joint Application) 30 million yen

Subsidy Period

Up to 1 year and 6 months from the date of grant decision.

*February 1, Reiwa 9 (Monday) to July 31, Reiwa 10 (Monday).

Electronic Application (J-Grants)

Application Acceptance Period: June 1, Reiwa 8 (Monday) to September 8, Reiwa 8 (Tuesday) until 5:00 PM.

First Review (Document Screening)

September - October, Reiwa 8.

Second Review (Interview Screening)

November - December, Reiwa 8.

*On-site inspections will be conducted as necessary.

Grant Decision

Scheduled for February 1, Reiwa 9 (Monday).

This initiative promotes the "2050 Tokyo Strategy." Strategy 13 Industry: "Support and foster growth of SMEs."
