In recent years, declining voter turnout among young people and a decrease in interest in politics and community activities have become social issues. On the other hand, many young people have opinions about their communities and society but feel that they "don't know where to send them" or "don't feel their voices are reflected."

To address these issues, the Chiyoda Committee of the Public Interest Incorporated Association Tokyo Junior Chamber Inc. has developed "Chiyoda Next Voice," a digital policy proposal platform inspired by Taiwan's citizen participation platform "JOIN," where users can post about community issues and improvement ideas related to Chiyoda Ward.

In this project, workshops will be held in junior high and high schools in Chiyoda Ward starting in July. Students will use "Chiyoda Next Voice" to identify community issues and create and disseminate policy proposals. Proposals that gather over 180 "likes" by the end of August will be shared with relevant departments of Chiyoda Ward to elicit responses.

Together with the Masahiro Iwasaki Seminar of Nihon University College of Law, which is co-hosting this initiative, we will collaborate with the administration, junior high and high schools in Chiyoda Ward, and several companies and organizations to visualize the cycle of "proposal → empathy → administrative response" within this fiscal year, creating a successful experience of "my voice moves society."

Changing the Current Situation Where Youth Voices Are Hard to Reach

Declining voter turnout among young people and a lack of interest in political participation are among the social issues of recent years.

On the other hand, it's not that young people don't have opinions about their communities and society. Rather, even if they have ideas for improving their communities or have experienced inconveniences and questions in their daily lives, it is difficult for them to take action because they "don't know where to send them," "don't know how to make proposals," or "can't imagine their voices being reflected in society."

"Chiyoda Next Voice" is a digital policy proposal platform designed to visualize these youth voices and connect them to communities and administration.

What is Chiyoda Next Voice?

"Chiyoda Next Voice" is a web application that allows users to post about community issues and improvement ideas related to Chiyoda Ward from their smartphones or computers.

Other users can give "likes" and comments on posted proposals. Proposals that gather over 180 "likes" will be shared with relevant departments of Chiyoda Ward to obtain responses.

By visualizing the progress after proposals are submitted and feedback from the administration, we aim to create a system where users can experience how their proposals connect to society, rather than just "submitting a voice and ending it."

Practicing Voter Education Through Workshops for Junior High and High School Students

This project emphasizes fostering the ability of junior high and high school students to participate in society as sovereign citizens, rather than just collecting opinions.

Starting in July, workshops will be held in junior high and high schools in Chiyoda Ward. In these workshops, students will learn how to identify community issues, create policy proposals, understand consensus building, and participate in society using digital tools, all while utilizing "Chiyoda Next Voice."

By having students create and post their own proposals on "Chiyoda Next Voice," we aim to create a successful experience of "my voice reaching society."

Future Project Schedule

This project will be implemented as a demonstration project within this fiscal year.

Starting in July, workshops will be sequentially held in junior high and high schools in Chiyoda Ward.

By the end of August, proposals that have gathered over 180 "likes" will be shared with relevant departments of Chiyoda Ward to elicit responses.

We will visualize responses and policy directions from the administration and track the progress of proposals, and within this fiscal year, we will practice and verify the flow of "proposal → empathy → administrative response."
