The hub 'Nihon Foundation Nagisa Koban Toda Saiko BASE', comprising 6 Infrastructure Zero Houses newly established on the shores of Saiko Lake at Saiko Mizo Green Park (Toda City)

The Public Interest Foundation Toda City Water and Green Corporation (Toda City, Saitama Prefecture) will hold a grand opening of the 'Nihon Foundation Nagisa Koban Toda Saiko BASE' — the first of its kind in the Kanto area — at the Saiko lakeside area of Saiko Mizo Green Park on Saturday, April 18, 2026. Prior to the grand opening, an inauguration ceremony for media representatives will be held on Saturday, April 11, 2026.

Located approximately 30 minutes from central Tokyo, this facility offers leisure activities such as BBQ and camping/glamping, while also providing an enjoyable learning experience through marine education that connects the ocean to local retention ponds.

*First in the Kanto area: Per the Nihon Foundation Nagisa Koban Project

Background of the Saiko BASE Opening

We wanted to create an attractive place that local children of Toda City can be proud of. Driven by a desire to further energize Toda City as a city known for education, we were given the opportunity to take on the Nihon Foundation's Nagisa Koban project, and we worked together as one team, believing we could bring our vision to life.

Toda City, located just 30 minutes from central Tokyo, is home to the 'Arakawa First Retention Pond', and within it lies 'Saiko Lake', which serves as a water reservoir for both Tokyo and Saitama. Because the lake stores water during disasters to protect the surrounding area and also serves as drinking water during shortages, it is a place where neither the water nor the soil can be polluted.

With the goal of turning this highly regulated 'retention pond' regional resource into a strength, we created a human resource development hub for experiencing and learning about retention ponds, utilizing movable trailer houses called 'Infrastructure Zero Houses' (MUJI HOUSE Co., Ltd., Bunkyo-ku, Tokyo).

This facility is part of the 'Nagisa Koban Project' promoted by the Nihon Foundation (Minato-ku, Tokyo; Chairman: Taketoshi Ogata) — a comprehensive community hub for passing on a thriving ocean to future generations. It is the first Nagisa Koban in the Kanto area and the 19th nationwide.
