Toa Construction Corporation (Headquarters: Shinjuku-ku, Tokyo; President: Tsuyoshi Hayakawa; hereinafter 'the Company') has been awarded the 'Project for the Improvement of Presidente Nicolau Lobato International Airport' (hereinafter 'the Project') by the Ministry of Transport and Communications of the Democratic Republic of Timor-Leste. The contract is valued at approximately 6.4 billion yen, with a planned construction period of 28 months.
The Democratic Republic of Timor-Leste officially joined ASEAN (Association of Southeast Asian Nations) in 2025 and is promoting economic development as a member of the Southeast Asian region. Against the backdrop of population growth centered on the younger generation and expanding human and economic exchanges both within and outside the region, the development of core infrastructure, including in the transport and logistics sectors, is a critical national issue for the country's sustainable growth.
The Presidente Nicolau Lobato International Airport, the subject of this project, is the country's aerial gateway and a core infrastructure serving both international and domestic flights. However, existing facilities face challenges in terms of processing capacity and safety, and there has been a need for functional enhancements to comply with the standards of the International Civil Aviation Organization (ICAO) and to accommodate future increases in air traffic demand.
This project is being implemented under a grant aid from the Japanese government's Official Development Assistance (ODA). It aims to contribute to the country's economic growth, tourism promotion, and the improvement of national life through the development of aviation infrastructure, centered on the construction of the airport terminal facilities.
The Company has previously participated in numerous infrastructure development projects in the Democratic Republic of Timor-Leste, including ports, water supply, and irrigation, contributing to the country's development. For this project as well, we will fully leverage the technical capabilities and construction management know-how in the architecture and infrastructure fields that we have cultivated both domestically and internationally, and will proceed steadily with construction towards completion.
In the Democratic Republic of Timor-Leste, where further development is expected, the Company will continue to contribute to the country's sustainable growth and the development of the local community by promoting infrastructure development projects.
