The Tokyo Foundation (Minato-ku, Tokyo; Chairman: Mieko Nakabayashi) will hold a webinar on Tuesday, June 16, 2026, from 15:00, titled "Establishment and Significance of the 'AI Safety Evaluation Perspectives Guide in the Healthcare Domain' by AISI."

In recent years, generative AI has brought about "an innovation once in a decade" to the healthcare domain, such as improving the efficiency of doctors' work and supporting patient communication. On the other hand, risks such as health damage due to hallucinations (generation of misinformation) unique to healthcare AI, which cannot be covered by conventional medical device regulations, as well as advanced privacy protection and security assurance, cannot be overlooked. Amidst such international trends, the AI Safety Institute* (hereinafter referred to as AISI) in Japan has compiled the "AI Safety Evaluation Perspectives Guide in the Healthcare Domain" specifically for this field.

In this webinar, Mammu Inoue (Head of Accelerator Division / Senior Policy Advisor) and Masahiro Kazama (Chief AI Officer) from Ubie Inc., who led the creation of the guide, along with Takasumi Fujita (Senior Research Fellow) from The Tokyo Foundation, who participated in the review system, will provide detailed explanations of the core evaluation items of the guide and the policy intentions behind its formulation. They will also discuss the future of AI governance from multiple perspectives, while exploring specific approaches to utilizing the guide for risks unique to the healthcare domain, including hallucinations, and its impact on practical operations in the development field.

* AI Safety Institute (AISI): A government-related organization with cross-ministerial participation from 12 ministries and agencies and 5 related organizations. The secretariat is established within the Information-technology Promotion Agency (IPA), supervised by the Ministry of Economy, Trade and Industry and the Digital Agency.

Takasumi Fujita

Senior Research Fellow, The Tokyo Foundation

Graduated from the University of Tokyo School of Medicine in 2006 and completed a Master of Laws at the University of Tokyo Graduate Schools for Law and Politics in 2011. After serving as an Associate Professor at Nagoya University's Graduate School of Economics, he became a Specially Appointed Associate Professor at the Department of Health Policy and Management, Keio University School of Medicine in 2021. His expertise lies in medical law and healthcare policy, particularly the legal and ethical aspects of handling medical information, including medical AI and online consultations. His social activities include serving as a member of the Expert Meeting on the Contact-Confirming Application for the Cabinet Secretariat and a member of the Ethics Committee of the Japan Orthopaedic Association.

Mammu Inoue

Head of Accelerator Division / Senior Policy Advisor, Ubie Inc.

After joining the Ministry of Internal Affairs and Communications in 2014, she worked for approximately 8 years on policies related to consumer protection in the telecommunications business, postal administration, promotion of local information and communications policies, and the Digital Garden City National Concept. She joined Ubie Inc. in 2022. After working in the business development team, she moved to Public Affairs in 2023. She became Head of the Accelerator Division in January 2026. She chairs the "Committee for Promoting Innovation of Trustworthy AI" at the Japan Digital Health Alliance and is a key figure in the Japan Association of Healthcare Ventures.

Masahiro Kazama

Chief AI Officer, Ubie Inc.

After graduating from the University of Tokyo Graduate School, he joined Recruit Holdings. He was involved in data analysis and machine learning algorithm development in various fields. In 2020, he joined the health tech startup Ubie Inc. He led the AI development team for AI-powered medical questionnaires and has been involved in generative AI applications since 2023. He co-authored "Introduction to Practical Recommendation Systems" (O'Reilly Japan) in 2022.

He is currently an adjunct lecturer at Tsuda University and an external researcher at the National Institute for Japanese Language and Linguistics.
