Therapeer Inc. (Headquarters: Sumida-ku, Tokyo; Representative Director: Kei Tanaka; hereinafter "Therapeer"), a company that develops field-led DX (Digital Transformation) human resource training programs and system development services utilizing no-code technology, has achieved all goals in its proof-of-concept experiment for the "AICHI X TECH Project," a public-private partnership project in Aichi Prefecture. The experiment involved a system using a matching app to connect shelter dogs and cats with prospective adopters. The project met all targets, including reducing the time required for matching operations at the Aichi Prefectural Animal Protection Center, improving app usability, and enhancing the DX skills of the center's staff. Moving forward, the company will continue to refine the system for full-scale implementation, contributing to the center's goal of "saving as many lives as possible" through the power of digital technology.

■ Challenges
The Aichi Prefectural Animal Protection Center rescues dogs and cats that owners can no longer keep, as well as stray animals, and seeks prospective adopters. However, the number of applicants is low, and the adoption rate has remained stagnant. To increase adoptions, reduce the number of euthanized animals, and realize a society where humans and animals can coexist rather than excluding animals from human society, the center conducted a proof-of-concept experiment. The goal was to introduce a system that allows for the widespread dissemination of information about shelter dogs and cats and enables easy information updates by prefectural staff, thereby aiming to increase the number of adoptions.

■ Therapeer's Solution
Aichi Prefecture currently operates four facilities that shelter dogs and cats, each publishing their protection status on their respective websites. Therapeer built a database that integrates data from each facility and created a matching platform for shelter animals and potential owners. Additionally, the company used no-code technology to build a system that allows for web reservations for training sessions, which were previously only accepted via telephone on weekdays, making it easier for the public to access information about shelter animals and consider adoption. Furthermore, to ensure that busy staff can efficiently perform updates and expand functions as the system grows, the company provided an interface that allows for data entry via tablet and offered coaching on no-code application technology.

■ Proof-of-Concept Results
1) Reduction in time for posting dog/cat information
By designing the system to be as simple as possible—such as using selection-based inputs to minimize the burden of data entry and ensuring that staff who acquired no-code skills could make modifications as needed—the time required for staff to post information to the website was significantly reduced from the current 71.8 minutes to 23.9 minutes, far exceeding the experiment's target of 35.9 minutes.

2) Ease of use of the matching app
After conducting a usability survey with potential users and making improvements based on the results, the app received a high rating, with an average score of 4.48 out of 5 for ease of use.

3) Improvement of staff DX skills
As a result of coaching on the use of the no-code tool 'Bubble,' staff demonstrated mastery in processing basic workflows, understanding the fundamental structure of databases, and building complex layouts, reaching a level of DX skill that exceeded the initial goals.

■ Comments regarding the developed system
Comment from the Aichi Prefecture representative who participated in the experiment:
"I am very pleased that this proof-of-concept experiment proved that introducing tablet devices can lead to operational efficiency beyond our expectations. Another major achievement is that our staff were able to learn how to use no-code tools through clear and attentive coaching, giving them the confidence that they can make necessary modifications within the center in the future. We have created an attractive platform that conveys the charm of each shelter dog and cat. We hope to proceed quickly toward full-scale implementation so that those who are interested can see it as soon as possible, and we want to save as many animal lives as we can."

Comment from our Representative Director, Kei Tanaka:
"DX does not succeed by simply replacing analog processes with digital technology. In this experiment, re-examining how work should be done in a digital society led to significant operational efficiency. Furthermore, by providing coaching on no-code tools, staff gained knowledge about the scope of what is possible and the options for modifications. Being able to consider how to reflect necessary functions in the system with a concrete image in mind was a major factor in the significant reduction of work time. This experiment is an initiative that can be applied not only to animal welfare but also to various local government operations and highly public projects. Therapeer will continue to support the balance between operational efficiency and improved service value through field-rooted digital utilization in collaboration with local governments and companies."
