The seminar will focus on building a system for accepting foreign personnel and key strategies for their utilization.

In addition to the latest trends in system reforms for utilizing foreign personnel, the seminar will introduce practical initiatives such as internship programs and case studies of utilizing foreign students in science and engineering fields.

Background

Amidst a declining birthrate and deepening labor shortages, securing human resources has become an urgent issue for companies in Nagano Prefecture. The utilization of foreign personnel is attracting attention as a viable option; however, many companies, despite their interest, have not taken concrete steps due to the numerous requirements for acceptance, including understanding the system, establishing an organizational structure, and providing retention support. In recent years, the systems surrounding foreign personnel have undergone significant changes, with new training and employment systems scheduled to be implemented from April 2027, demanding swift and appropriate responses from companies.

In recent years, there has been growing interest in international students who have received specialized education in English at universities (the "English Track*1"). However, new challenges exist for companies, such as securing recruitment channels, preparing an acceptance environment, and establishing communication systems.

This seminar, addressing the challenges faced by Nagano Prefecture companies, will provide concrete and practical explanations, covering key points of system reforms, an acceptance model utilizing co-creation internships with IT personnel from Bangladesh, and case studies of hiring and retaining foreign students in science and engineering fields, particularly those in the English Track.

*1: Based on the "Support Program for Establishing Global Top Universities" initiative launched by the government in 2014 under the Ministry of Education, Culture, Sports, Science and Technology's plan to increase the number of international students, courses were established at universities nationwide that allow students to earn a degree and graduate solely through lectures conducted in English.
