System EXE Launches "Data Masking Service" to Streamline Municipal Document Disclosure Operations with AI

System EXE Co., Ltd. (Headquarters: Chuo-ku, Tokyo; President and CEO: Koji Oba) has launched its "Data Masking Service," which uses AI to streamline the redaction and blacking-out of personal and confidential information in municipal document disclosure operations.

This service combines our proprietary cloud platform service "EXE-Cloud" with the unique masking technology of "Insight Masking" provided by Insight Technology Inc. (hereinafter referred to as Insight Technology), providing integrated support from detection to masking of target information within PDFs.

This will reduce the cumbersome manual redaction and blacking-out work, contributing to a lighter workload associated with disclosure responses, standardization of work quality, and standardization of criteria for determining non-disclosable information.

Through this service, we aim to support the efficiency of municipal document disclosure operations and enable staff to focus on their core responsibilities.

Background of Provision

In municipal document disclosure requests, masking operations such as blacking-out and redaction are necessary to keep personal and confidential information non-public.

While this may seem like a simple task at first glance, it actually requires judgment on non-disclosable sections, confirmation based on laws and ordinances, reconfirmation, and record management, making it a task that can easily increase the burden on staff.

Furthermore, as the number of disclosure cases increases, the proportion of manual work rises, leading to challenges such as prolonged processing times, variations in judgment criteria, occurrence of errors, and the need for accountability.

Based on these challenges, we entered into a partnership with Insight Technology, which provides "Insight Masking," in October 2025. To significantly reduce the time customers spend on document disclosure operations and allow them to focus on their core tasks, we have launched the "Data Masking Service." This service combines our proprietary cloud platform service "EXE-Cloud," based on Oracle Cloud, with "Insight Masking," which automatically extracts personal and confidential information using AI and performs high-speed blacking-out and redaction with its rich masking algorithms.

Service Overview

This service automatically detects personal and confidential information contained in PDFs and generates PDFs with blacked-out or redacted information.

Masking is essential when submitting documents containing personal or confidential information to external parties, but visual inspection requires enormous man-hours, and judgment criteria tend to vary among staff members.

Especially with large volumes of documents, the burden increases, and work tends to become concentrated before submission deadlines.

In this service, AI automatically detects personal and confidential information within PDFs and generates PDFs with blacked-out or redacted information.

Furthermore, rule settings and a memo function allow for the standardization of criteria for determining non-disclosable information and the sharing of know-how.

In addition to redaction, it also supports text replacement, allowing for a series of processes including text replacement after redaction.
