Average Recruitment Salary
For the average monthly recruitment salary in the restaurant industry during the second half of fiscal year 2025, Tokyo saw an increase of ¥3,978 from the first half, reaching ¥305,287 (101.3% compared to the first half). Osaka increased by ¥5,667 to ¥294,166 (102.0% compared to the first half). Aichi increased by ¥6,543 to ¥282,186 (102.4% compared to the first half), and Fukuoka increased by ¥6,981 to ¥274,729 (102.6% compared to the first half), with increases observed in all regions.
Regarding the average hourly recruitment wage, Tokyo increased by ¥28 from the first half to ¥1,336 (102.1% compared to the first half). Osaka increased by ¥30 to ¥1,249 (102.5% compared to the first half). Aichi increased by ¥47 to ¥1,194 (104.1% compared to the first half), and Fukuoka increased by ¥46 to ¥1,131 (104.3% compared to the first half).
In October 2025, the national weighted average minimum wage was raised by ¥66, marking the largest revision ever. Influenced by this, both monthly and hourly wages saw increases across all regions in the second half of fiscal year 2025. Particularly in Aichi Prefecture, the minimum wage was raised by ¥82, and this impact is believed to be reflected in the increase in hourly recruitment wages. Meanwhile, Fukuoka Prefecture also saw high rates of increase for both monthly and hourly wages, suggesting that in addition to the minimum wage revision, recruitment competition continues.
Average Recruitment Salary by Business Type
Next, we investigated the average recruitment salaries by business type in Tokyo for the five main categories on Job Inshokuten.com: "Italian," "Japanese Cuisine," "Izakaya/Dining Bar," "Cafe/Coffee Shop," and "Western Cuisine." "Izakaya/Dining Bar" saw a significant increase of ¥6,332 compared to the first half, and "Italian" increased by ¥5,561.
On the other hand, "Cafe/Coffee Shop" was the only major business type to see a decrease of ¥1,907 compared to the first half. This suggests that there are differences in supply and demand for recruitment depending on the business type.
Looking at the salary levels themselves, "Japanese Cuisine" (¥314,158) and "Izakaya/Dining Bar" (¥314,121) maintained high levels in the early ¥310,000s, indicating that recruitment competition continues in business types where securing human resources is difficult.
Average Recruitment Salary by Job Category
In terms of average recruitment salaries by job category, cooking staff continued to surpass service/hall staff in both Tokyo and Osaka, a trend observed since the first half. In Tokyo, cooking staff earned ¥293,311, and in Osaka, ¥281,897, both higher than service/hall staff.
Comparing the difference from the first half, both service/hall staff and cooking staff saw almost similar increases in Tokyo. In Osaka, however, cooking staff increased by ¥6,016 (102.2% compared to the first half), surpassing service/hall staff (¥4,469, 101.7% compared to the first half).
By job category, cooking staff continue to have higher salary levels than service/hall staff, and particularly in Osaka, the difficulty in securing cooking talent is strongly reflected in salary conditions.
