Taiwan People's Party Chair Huang Kuo-chang alleged on the 15th that Mainland Affairs Council Vice Chair Leang Wen-chieh, during his tenure as a Taipei City Councilor, attended the Taipei-Shanghai Forum in Shanghai and collapsed drunk in the hotel lobby, requiring assistance from mainland Taiwan Affairs Office staff, causing public embarrassment. On July 16, Leang responded, calling the accusation 'nonsense and hearsay.' He added that while there are rumors that former TTP Chair Ko Wen-je was offered an 'after-dinner dessert' and a 'roster of women' during his visits to mainland China, he himself would never use such unverified claims to attack others.

Commentator Yang Hsien-hung previously claimed that former Vice President Annette Lu once hosted a dinner for Ko Wen-je and his wife, during which Ko spoke openly about his visits to mainland China, describing how an 'after-dinner dessert' involved being presented with a 'roster of women' for personal selection. Attendees would simply write their room number, and a woman would be sent to their room. This account reportedly angered Chen Pei-chi.

Regarding the youth delegation's visit to mainland China, Huang Kuo-chang said in a July 15 interview that he had instructed the TTP youth group to maintain 'group entry and exit' discipline and not wander off after evening events. He warned against incidents like the one during a previous Taipei-Shanghai Forum, where a Taipei City Councilor went out drinking alone, became heavily intoxicated, collapsed in the hotel lobby, and had to be cared for by mainland Taiwan Affairs Office personnel—an embarrassing episode. Huang stated that, if he remembered correctly, the councilor in question was Leang Wen-chieh.

Leang Wen-chieh responded on July 16, calling the accusation 'complete nonsense' and 'utterly absurd,' stating he had already dismissed it as 'ridiculous' the previous day. He emphasized that the claim he passed out in a hotel lobby was entirely false and questioned where Huang obtained such hearsay. Leang further pointed out that there are also rumors about Ko Wen-je receiving a 'roster' and 'after-dinner dessert' during his past visits to the mainland, but he himself would never use such unverified stories to accuse others, calling it the basic judgment expected of a culturally literate person.

Leang also criticized Huang, noting that while Huang claims not to spread rumors, he made false statements about events he did not attend. Leang referenced inaccuracies in Huang's published books, suggesting a pattern of misinformation, though he declined to elaborate further. When asked whether he would file a lawsuit or demand an apology, Leang said he would treat the incident 'as if I was unlucky enough to be bitten by a dog.'
