With the widespread adoption of AI, civil liability for AI developers, providers, and users has drawn increasing attention. In April 2026, the Ministry of Economy, Trade and Industry (METI) released the "Guidelines on the Interpretation and Application of Civil Liability in AI Utilization," and in the same month, the Ministry of Justice launched an expert panel to discuss civil liability arising from unauthorized use of likenesses and voices by generative AI. As the comprehensive AI Promotion Act comes fully into force and AI guidelines are revised, soft law frameworks continue to evolve. It is now essential to design and operate governance systems with a clear understanding of potential civil liabilities that may arise ex post.

This seminar will clarify the fundamental framework for determining civil liability based on the METI guidelines and the lecturer’s practical litigation experience as a judge and attorney. It will also explain basic methodologies for designing and operating governance systems grounded in risk assessment. Using hypothetical but realistic case studies commonly encountered in practice, the seminar will examine the application of liability frameworks and governance design.
