Soliton Systems Co., Ltd. (Headquarters: Shinjuku-ku, Tokyo; President: Osamu Kamada; hereinafter 'Soliton') is pleased to announce that its PC logon authentication and terminal security product 'SmartOn' has been adopted for the cybersecurity solution for medical institutions and pharmacies provided by Wemex Corporation (Headquarters: Shibuya-ku, Tokyo; President: Hideaki Takahashi; hereinafter 'Wemex'), a subsidiary of PHC Holdings Corporation (Headquarters: Chiyoda-ku, Tokyo; TSE Prime: 6523).
This solution is provided by Wemex to medical institutions and pharmacies with the aim of complying with the two-factor authentication and external storage medium (USB, etc.) connection restrictions described in the 'Cybersecurity Measures Checklist for Medical Institutions, etc. (FY2025 Edition)' published by the Ministry of Health, Labour and Welfare (MHLW).
### Background: Cybersecurity Challenges in Small Medical Institutions and Individual Pharmacies In the medical field, the risk of cyberattacks, including ransomware, is increasing year by year, and the importance of security measures is growing. Under these circumstances, clinics and pharmacies face the following challenges: - Cases where an IT administrator is not permanently stationed make it difficult to implement measures requiring specialized knowledge. - Building and operating security measures in accordance with the MHLW safety management guidelines is a heavy burden to handle independently. - Implementation is required after confirming there is no impact on existing electronic medical records, electronic pharmacy records, and receipt (billing) systems.
### Solution: A Configuration Easily Adopted by Medical Institutions and Pharmacies To address these challenges, Wemex and Soliton have built a system to provide the following features of 'SmartOn' as a 'managed service' that does not require the installation of servers at the medical institution or pharmacy.
**【Main Features】** - Prevention of impersonation and log management through two-factor authentication (ID/Password + IC Card) during PC login. - USB device connection control based on user permissions. - Support for both client OS and server OS.
This solution is provided by installing the 'SmartOn' client on terminals where Wemex's electronic medical records, electronic pharmacy records, and receipt systems are installed. Operation verification has been conducted in Wemex's system delivery environment, allowing for implementation without affecting existing operations.
### Compliance with the FY2025 Checklist The solution already supports the newly added two-factor authentication and external storage medium control in the FY2025 edition of the Cybersecurity Measures Checklist. It supports not only client OS but also server OS, realizing security measures aligned with the actual operations of medical institutions and pharmacies.
### Future Outlook Soliton will continue to promote the spread of security measures aligned with the realities of the medical field through collaboration with medical IT vendors. In particular, we will promote the creation of an environment where small medical institutions and individual pharmacies without permanent IT administrators can easily implement measures compliant with national guidelines, contributing to the realization of safe medical DX.
