1. Background and Purpose Okazaki City (co-proposers: Aichi Prefecture and Mitsubishi Motors Corporation) was selected as a "Second Decarbonization Leading Area" in November 2022 and is advancing initiatives toward the realization of a "2050 Zero Carbon City."*8

As part of this, we are implementing this project to electrify 68 municipal vehicles and allow citizens and tourists to use them for shopping, sightseeing, and other purposes after business hours on weekdays and on holidays.

The EVs introduced are intended to operate entirely on renewable energy. In addition to an expected reduction of 80.7 t-CO2 annually compared to conventional gasoline vehicles, this project aims to promote the adoption of EVs, reduce environmental impact through the penetration of the sharing economy, diversify transportation options, and effectively utilize municipal vehicles.

*8. Decarbonization Leading Area "What to do about decarbonization? Urban development starting from Okazaki Castle Town, focusing on energy conservation, creation, storage, and management." Okazaki City website: https://www.city.okazaki.lg.jp/1550/1564/3512/p037111.htm

4. Division of Roles - Okazaki City: Principal entity of this project - NTT Business Solutions Corporation: Provision of "N.mobi" service - Sumitomo Mitsui Finance and Leasing Company, Limited: Leasing of solar power generation equipment, storage batteries, and EV chargers - Sumitomo Mitsui Auto Service Company, Limited: Provision of EV leasing and maintenance - REXEV Inc.: Provision of smart chargers and in-vehicle systems; provision of the EV car-sharing, vehicle management, and charging control platform (e-Mobility Management Platform: eMMP) - Mitsubishi Motors Corporation: Provision of "eK X EV" and "MINICAB-MiEV" to Okazaki City via Sumitomo Mitsui Auto Service; vehicle data linkage and provision utilizing EV connected functions (see special notes below)

[Special Notes] In "N.mobi" and eMMP, some vehicle data acquisition previously handled by aftermarket in-vehicle devices can now be obtained via the automaker's connected functions. This allows the role of in-vehicle devices to be minimized, which is expected to stabilize service operations and reduce the burden of maintenance work. By utilizing vehicle data provided by the automaker, we will realize more efficient car-sharing operations.

5. Future Initiatives Okazaki City has a higher car ownership rate than the national average, and automobiles are closely linked to the lives of citizens. Regarding the decarbonization of the transport sector, it is necessary to shift to next-generation vehicles such as FCVs and EVs and promote the use of public transportation, premised on behavioral changes by citizens and businesses.

Moving forward, we will encourage behavioral changes among citizens and businesses through public-private partnership initiatives like this project. Furthermore, as Okazaki City takes the lead in electrifying municipal vehicles, we will promote the adoption of next-generation vehicles with low environmental impact by advancing subsidy systems for purchase costs and improving usage environments such as EV charging stations for households and businesses.

Additionally, NTT Business Solutions and the other participating companies will utilize their respective DX and GX technologies to expand this as a model case of "Decarbonization Domino" policies to other municipalities, aiming to realize carbon neutrality for society as a whole.
