■ Content of this Hackathon

In this hackathon, participating employees challenged the verification of highly effective policy-making processes for their own practical themes or themes prepared by the secretariat, utilizing the following generative AI environment.

  1. Utilization of Generative AI and AI Agents
    Custom AI agents were built, mimicking specific stances (personas) such as those of the Ministry of Finance, producers, and consumers. These agents identified "on-the-ground pain points" from multiple perspectives and refined policy proposals. Furthermore, AI instantly evaluated the logical consistency and innovativeness of submitted policy proposals. This involved practicing the process of integrating AI as a "sparring partner" before humans make the final judgment.

    Participants practiced Evidence-Based Policy Making (EBPM) by analyzing data for their own themes using tools like Google Colab.

  3. Training and Hands-on Support by SIGNATE Instructors and Mentors
    To accommodate beginners, four days of training sessions were provided, along with mentoring for participants and teams.

All 15 teams, with AI as their "thinking partner," completed the creation of reports for measures that broke existing administrative paradigms. 94% of participants responded that they "achieved their objectives," and their confidence and motivation for AI utilization in practical work jumped to 100% after the training.

96% responded that they "can apply their learning to practical work," demonstrating that co-creation between AI and humans is an indispensable weapon for overcoming complex administrative challenges. This hackathon showed the usefulness of generative AI in policy-making processes and organizational transformation for complex policy issues.
