Shift Plus Launches 'Gemini 3.5 Flash' on Local Government AI System 'zevo'

Shift Plus Inc. announced that it has begun offering Gemini 3.5 Flash to all local governments using 'Local Government AI zevo', a system co-developed with Miyakonojo City that allows the use of generative AI such as ChatGPT, Claude, and Gemini within local government LGWAN environments.

While 'Local Government AI zevo' already supported the ChatGPT, Claude, and Gemini series, this update adds Gemini 3.5 Flash, the latest model provided by Google. Compared to conventional models, it achieves significant improvements in processing speed, reasoning accuracy, and multimodal capabilities, and is expected to be utilized in a wide range of local government operations, such as accelerating counter services and analyzing complex documents.

Key features of Gemini 3.5 Flash include a processing speed roughly four times faster than competing models, high-level reasoning and coding performance, and multimodal analysis capabilities that can parse various file formats including applications and images. The model's specifications include a knowledge cutoff of January 2025, a context window of 1M input and 64K output, and an overseas region. Users of the system can access this new model at no additional cost (it is set to 'disabled' by default and requires permission settings by the organization administrator).

Furthermore, as a supplementary service, accounts for the security-focused business chat tool 'LGTalk' can be provided for the number of staff members, allowing direct use of the AI from within the chat. Integration with 'eRex', an LGWAN-dedicated AI speech recognition and transcription tool, is also available.

Shift Plus Inc. was established in 2006. The company primarily develops and maintains systems for local governments, and its hometown tax (Furusato Nozei) management system 'LedgHOME' has been adopted by over 520 local governments, managing approximately 50% of the total donation amount nationwide.
