Four years have passed since the establishment of the Digital Agency, yet local government DX continues to face many challenges, including issues with My Number Portal utilization and operational efficiency delays. A significant gap still exists between the direction set by the nation and the realities on the ground, making the development of implementable personnel, budgets, and systems a pressing necessity.

Against this backdrop, the Advanced Education Institute for Future Society (Headquarters: Minato-ku, Tokyo; Chairman: Hideya Azuma / Publisher of Monthly 'Jigyo Koso') will hold a seminar in May 2026, inviting front-line representatives from national and local governments, including the Ministry of Internal Affairs and Communications and Osaka Prefecture. The seminar will be conducted online and at three physical venues.

Four years after the Digital Agency's launch, while systemic improvements such as the expansion of the My Number Portal are progressing, many hurdles remain at the local government level, including staff shortages, persistent paper-based operations, and challenges in inter-departmental collaboration. Currently, there is still a significant gap between the DX direction envisioned by the national government and the actual situation in the field.

This seminar will align the national policy with the implementation status of various local governments to clarify priority areas for action.

Day 1 (Online) will focus on sharing the current status and advanced examples of local government DX to form a common understanding of the issues. Day 2 (In-person sessions in Tokyo and Osaka) will support the formulation of concrete, actionable plans feasible for each local government through small-group discussions.

The keynote speeches will feature Mr. Hideo Ichise, CDO and Director of the Smart City Strategy Department of Osaka Prefecture (Osaka), and representatives from the Ministry of Internal Affairs and Communications' Regional DX Promotion Office (Online/Tokyo). They will provide insights directly applicable to the field, ranging from national policy trends to local government implementation examples. Furthermore, experts such as Ms. Chikako Yata, Former Special Advisor to the Prime Minister (Wages and Employment), will be speaking.

Through this seminar, participants will be able to take away the following:
✓ The DX promotion policy for fiscal year 2026 as presented by the Ministry of Internal Affairs and Communications, and concrete actions local governments should take.
✓ Practical methods for securing budgets and achieving consensus within government bodies, learned from the case study of Osaka City's "Smart City OSAKA" realization.
✓ Development of an action plan for one's own organization through small-group workshops (Osaka and Tokyo venues).
