Trial Introduction of Startup Technology! ~Seeking Business Proposals for the Tokyo Metropolitan Government~

The Tokyo Metropolitan Government (TMG) is promoting collaboration with startups that contribute to solving social and administrative issues. Under the "Global Innovation Strategy 2.0 STARTUP & SCALEUP," an upgraded startup strategy released in November 2025, we are accelerating these efforts. As part of this initiative, we are implementing the "Business Proposal System by Startups," which accepts open proposals utilizing the technologies and ideas of startups to lead to the resolution of various metropolitan government challenges.

We are pleased to announce that we are starting this fiscal year's initiative by expanding the maximum amount for trial introductions from 1 million yen to 2 million yen, as detailed below.

1. System Overview

The "Business Proposal System by Startups" is a mechanism that invites proposals from startups working to solve social issues, utilizing their own technologies and products for the Tokyo Metropolitan Government. Through dialogue with various metropolitan government departments, we delve deeper into the challenges and work towards concretizing the proposals through trial introductions and other means.

Up to 2 million yen per project (Previous fiscal year: up to 1 million yen per project)

3. Eligible Proposers

Corporations that are less than 10 years old at the time of proposal.

4. Recruitment Fields

(1) Open Proposal Type

We are seeking open proposals that contribute to identifying and solving challenges in the metropolitan administration.

(2) Themed Proposal Type

We are seeking proposals based on the following themes related to metropolitan government challenges.

Support for marriage, pregnancy, childbirth, and child-rearing

Development of human resources who can succeed globally

Realization of a long-life society

Promotion of women's empowerment

Promotion of barrier-free access

Fostering entrepreneurship and innovation

Realization of a city full of charm

Disaster preparedness

Realization of a decarbonized society, measures against heat

Promotion of society's digital shift

5. Proposal Method & System Details

Proposals are accepted on an ongoing basis through the application form.

*However, proposals for this fiscal year will be accepted until Sunday, January 31, 2027.

Proposals received after February 2027 will be accepted as proposals (or preliminary proposals) only if the budget for the next fiscal year is approved.
