Hokkaido Oumu Town and Stellar Green Conclude Partnership Agreement for the Realization of Carbon Neutrality

Oumu Town, Hokkaido (Mayor: Takehito Takahashi, hereinafter "Oumu Town") and Stellar Green Inc. (Head office: Chuo-ku, Tokyo, Representative Director & CEO: Akinori Nakamura, hereinafter "Stellar Green"), which develops support businesses for creating forest carbon credits, concluded a partnership agreement on Thursday, March 26, 2026, for the realization of carbon neutrality.

Through this partnership agreement, Oumu Town will work towards realizing carbon neutrality and sustainable town development by promoting the visualization and valorization of its forest resources. Going forward, various activities will be developed, including the creation of forest carbon credits and the utilization of local resources.

■Background of the Partnership Agreement

In 2018, Oumu Town set the establishment of a circular society and the conservation of the natural environment as policy goals in its "6th Comprehensive Plan." In December 2024, the town council declared Oumu a "Zero Carbon City," stating its aim to achieve net-zero CO₂ emissions by 2050. In March 2025, the "Global Warming Countermeasures Implementation Plan (Business Operations Edition)" was formulated, setting a target to reduce greenhouse gas emissions by 50% compared to 2013 levels by fiscal year 2030. Furthermore, from fiscal year 2025, a new subsidy system for residential solar power generation has been established to promote the spread of renewable energy.

Approximately 74% of Oumu Town's total area is covered by forest, and from the perspective of decarbonization, converting abundant forest resources into economic value is an important challenge.

Against this backdrop, this partnership agreement was concluded to collaborate with Stellar Green, which possesses expertise and a track record in forest valorization, and to promote initiatives that connect the value of forest resources to economic value.
