Omu Town, Hokkaido and Stellar Green Sign Partnership Agreement to Achieve Carbon Neutrality

Omu Town, Hokkaido (Mayor: Kenji Takahashi) and Stellar Green Inc. (Headquarters: Chuo-ku, Tokyo; President & CEO: Akinori Nakamura), a company that supports the creation of forest carbon credits, signed a partnership agreement on Thursday, March 26, 2026, to achieve carbon neutrality.

Through this agreement, the parties will work to achieve carbon neutrality and sustainable community development by visualizing and enhancing the value of forest resources in Omu Town. Future plans include a wide range of activities such as creating forest carbon credits and utilizing local resources.

■ Background of the Partnership Agreement

In 2018, Omu Town established policy goals for building a recycling-oriented society and conserving the natural environment in its "6th Comprehensive Plan." In December 2024, the town council declared a "Zero Carbon City," aiming for net-zero CO₂ emissions by 2050. In March 2025, the town formulated the "Action Plan for Global Warming Prevention (Administrative and Business Sector)" with a target of reducing greenhouse gas emissions by 50% by fiscal year 2030 compared to the fiscal year 2013 levels. Additionally, a new subsidy system for residential solar power generation will be introduced from fiscal year 2025 to promote the adoption of renewable energy.

Approximately 74% of Omu Town's total area is covered by forests. From a decarbonization perspective, converting these abundant forest resources into economic value has become a crucial challenge.

Against this backdrop, this partnership agreement was concluded to advance initiatives that link the value of forest resources to economic value, in collaboration with Stellar Green, which possesses expertise and a track record in forest valuation.
