Omu Town, Hokkaido and Stellar Green Sign Partnership Agreement to Achieve Carbon Neutrality

Omu Town, Hokkaido (Mayor: Takehito Takahashi, hereafter "Omu Town") and Stellar Green Co., Ltd. (Headquarters: Chuo-ku, Tokyo, President & CEO: Akinori Nakamura, hereafter "Stellar Green"), a company that develops business supporting the creation of forest carbon credits, signed a partnership agreement on Thursday, March 26, 2026, to achieve carbon neutrality.

Through this partnership agreement, we will promote the visualization and valorization of forest resources in Omu Town, thereby working towards the realization of carbon neutrality and sustainable town development. In the future, we plan to develop a wide range of activities, including the creation of forest carbon credits and the utilization of regional resources.

■ Background of the Partnership Agreement

In 2018, Omu Town established the policy goals of building a recycling-oriented society and conserving the natural environment in its "6th Comprehensive Plan." In December 2024, the town council declared a "Zero Carbon City," announcing its intention to achieve virtually zero CO₂ emissions by 2050. In March 2025, it formulated the "Action Plan for Preventing Global Warming (Administrative and Business Section)," setting a target to reduce greenhouse gas emissions by 50% by fiscal year 2030 compared to fiscal year 2013. Furthermore, from fiscal year 2025, the town has established a new subsidy system for residential solar power generation to promote the spread of renewable energy.

Approximately 74% of Omu Town's total area is forested, and from the perspective of decarbonization, converting these abundant forest resources into economic value has become an important issue.

Against this background, this partnership agreement was signed to proceed with initiatives that connect the value of forest resources to economic value, in collaboration with Stellar Green, which has knowledge and experience in the valorization of forests.
