Omu Town, Hokkaido, and Stellar Green Conclude Partnership Agreement Towards Realizing Carbon Neutrality

Omu Town (Mayor: Kenji Takahashi, hereinafter "Omu Town") and Stellar Green Co., Ltd. (Headquarters: Chuo-ku, Tokyo, President and CEO: Akinori Nakamura, hereinafter "Stellar Green"), which operates a support business for creating forest carbon credits, concluded a partnership agreement towards the realization of carbon neutrality on Thursday, March 26, 2026.

Through this partnership agreement, Omu Town will promote the visualization and valuation of its forest resources, working towards the realization of carbon neutrality and sustainable town development. In the future, they plan to engage in a wide range of activities, including the creation of forest carbon credits and the utilization of regional resources.

■Background of Partnership Agreement Conclusion

In its "6th Comprehensive Plan" in 2018, Omu Town set policy goals for building a circular society and conserving the natural environment. In December 2024, the town council declared "Zero Carbon City," stating its commitment to achieving net-zero CO₂ emissions by 2050. The "Global Warming Prevention Execution Plan (Administrative Business Edition)" was formulated in March 2025, setting a target of reducing greenhouse gas emissions by 50% by fiscal year 2030 compared to fiscal year 2013. Furthermore, starting in fiscal year 2025, a subsidy system for residential solar power generation will be introduced to promote the spread of renewable energy.

Approximately 74% of Omu Town's total area is covered by forests. From a decarbonization perspective, converting abundant forest resources into economic value is a significant challenge.

Against this background, the partnership agreement was concluded to collaborate with Stellar Green, which possesses expertise and a track record in forest resource valuation, and to promote initiatives that link the value of forest resources to economic value.
