Construction and shipbuilding sites are environments where serious accidents are prone to occur, and the overall management of construction sites, including the management of contractors by the primary contractor, is stipulated by law.
Article 15 of the Industrial Safety and Health Act states that in workplaces where a certain number of workers or more are engaged, primary contractors in specific businesses such as construction and shipbuilding must appoint a General Safety and Health Manager for each workplace to prevent industrial accidents and direct related personnel.
1) Establishment and operation of a consultative organization
2) Communication and coordination between operations
3) Inspection of workplaces
4) Guidance and assistance for safety and health education provided by related contractors to their workers
5) Creation of plans for work processes and equipment layout in workplaces, and guidance to related contractors regarding measures to be taken based on the Industrial Safety and Health Act or orders thereunder concerning work using such machinery and equipment
6) Other necessary matters to prevent industrial accidents
To ensure the smooth execution of these industrial accident prevention measures by the General Safety and Health Manager, the Ministry of Health, Labour and Welfare has issued notifications regarding education.
Notifications such as "Promotion of Safety and Health Education" (Kihatsu No. 91, dated February 21, 1977) and "Promotion of Safety and Health Education" (Kihatsu No. 125, dated March 13, 1992) describe safety and health education for General Safety and Health Managers, stating that it should be implemented based on these notifications.

Course Overview
【General Safety and Health Manager Training】
If the total number of employees of the specified primary contractor and related contractors is 50 or more (or 30 or more for specific jobs such as tunnel construction, bridge construction, or pneumatic caisson work), the appointment of a General Safety and Health Manager is mandatory, and overall management must be carried out.
Employers are required to provide General Safety and Health Manager education when appointing such managers at these sites, and this training is necessary for appointing a General Safety and Health Manager. *A certificate of completion for 7 hours of coursework, based on the Ministry of Health, Labour and Welfare's education implementation guidelines, will be issued within approximately 3 business days.
