I'm Safe LLC is conducting convenient online training sessions for the "Foreman Training (with Safety and Health Manager)" mandated by the Ministry of Health, Labour and Welfare notifications, which can be taken from the office or at home.
The schedule for June 2026 has been released.
Under Article 60 of the Industrial Safety and Health Act, employers are required to provide safety and health education to foremen and others who directly guide or supervise workers during operations when they are newly assigned to such duties, provided that their workplace's industry falls under those specified in Article 19 of the Enforcement Order of the Industrial Safety and Health Act.
Due to the revision of the Enforcement Order of the Industrial Safety and Health Act, starting April 1, 2023, industries requiring safety and health education for foremen and others have expanded. Previously exempt industries, such as "Food Manufacturing (Umami seasoning manufacturing and animal/vegetable oil manufacturing were already included)" and "Newspaper, Publishing, Bookbinding, and Printed Matter Processing," are newly added, making foremen mandatory in these sectors.
* The traditionally targeted industries for foreman training are construction, manufacturing (with some exceptions), electricity, gas, machine repair, and automobile maintenance.
These newly added industries also require foreman qualifications due to organizational changes.
I'm Safe's foreman training is a statutory education mandated by "Article 60 of the Industrial Safety and Health Act."
"Employers must provide education on safety or health, as specified by the Ordinance of the Ministry of Health, Labour and Welfare, concerning the following matters to foremen and others who directly guide or supervise workers during operations (excluding operations chiefs) when they are newly assigned to such duties, provided that their workplace's industry falls under those specified by Cabinet Order."
When a general safety and health manager is appointed, contractors other than the employer who appointed the general safety and health manager and who carry out the work themselves must appoint a safety and health manager [Industrial Safety and Health Act Article 16].
Furthermore, at medium-scale construction sites (construction sites with roughly 10 to 49 workers), if a person equivalent to a general safety and health manager is appointed, related contractors are required to appoint a person equivalent to a safety and health manager [1993 Notification No. 209-2].
