Launched against this backdrop, this site was implemented with a subsidy from the Keirin Auxiliary Project (https://www.jka-cycle.jp/), with Roots Sports Japan, Inc. acting as the secretariat responsible for research design, surveys, data aggregation, and site construction.

**1. Start of the 'Blue Ticket' System on April 1, 2026**
From April 1, 2026, the 'Traffic Infraction Notification System' (the so-called 'blue ticket' system) will be introduced for traffic violations by bicycle users aged 16 and over, requiring them to pay fines. This means that violations such as ignoring traffic signals, failing to make a temporary stop, and 'distracted riding' while using a smartphone, which were previously handled with 'guidance and warnings,' will now be subject to fines.

**2. The Reality of Increasing Bicycle Accidents**
According to data published by the National Police Agency, while overall traffic accidents are decreasing, the proportion of bicycle-related accidents is increasing annually, reaching 23.2% in 2024. Furthermore, it has been revealed that in approximately 73.2% of fatal and serious accidents involving bicycles, some form of legal violation was committed by the cyclist.

**3. Challenges in Existing Education and the Need for 'Horizontal Collaboration'**
A survey conducted in fiscal 2024 by the Japan Bicycle Promotion Association of 1,788 municipalities and 428 bicycle-related organizations (*1) revealed that while over 90% of bicycle traffic safety classes are conducted by public entities, there is a lack of 'horizontal collaboration' among them. As a result, it is difficult to enrich content and formulate efficient educational plans, leaving users with the problem of 'not knowing where to get the information they need.'
