TSS (Television Shin Hiroshima Co., Ltd.) (Headquarters: Hiroshima City, Hiroshima Prefecture, hereinafter "TSS") and Recrie Co., Ltd. (hereinafter "Recrie") have been selected for the "FY2026 Hiroshima AI Sandbox Project" conducted by Hiroshima Prefecture. We are pleased to announce the joint development and demonstration experiment of a new platform that balances "rights protection" and "fan co-creation" in IP (Intellectual Property) management in the SNS era.
Background: The "Distorted Market Structure" and Challenges Facing the Content Industry
Currently, illegal uploads, unauthorized modifications, and fake content using generative AI are rampant on the internet, normalizing a "distorted market structure" where legitimate businesses that invest significant costs in producing high-quality content are disadvantaged. For local broadcasters in particular, rights infringement and impersonation are existential threats that directly lead to a loss of trust.
Under these circumstances, TSS and Recrie will promote this project with the aim of "a society where honest individuals who follow the rules are rewarded," by using the power of technology to restore a healthy ecosystem for the content industry.
Demonstration Project Details: Building the "UGC Co-creation AI Platform"
Achieving Co-creation between IP and Creators
In this project, we will develop a platform that automatically detects and visualizes the spread of character IPs from vast amounts of images and videos on SNS and the web using AI. To balance "protection" and "co-creation," the following functions will be demonstrated:
1. IP Automatic Detection & UGC Classification: AI automatically extracts specific character IPs and sorts them into categories such as "fan art," "clips," and "malicious modifications."
2. Guideline Compliance Judgment: The compliance of posted content is instantly judged against guidelines and displayed on the screen.
3. Operation of Certified Creator System: A system will be built to visualize highly contributing creators and implement mechanisms for official certification and revenue sharing.
Demonstration Subject: New Character "Hanzaki-san"
As the field for this demonstration, we will utilize the original character "Hanzaki-san," launched by TSS in June 2026. This character, inspired by the giant salamander native to Hiroshima, represents the emotions of modern working adults. We aim to establish an IP development model that can be recognized nationwide from Hiroshima by managing and analyzing UGC spread through SNS posts and program appearances using AI.

・2026: UGC spread experiment utilizing "Hanzaki-san" and construction of an AI judgment model.
・2027 onwards: Package as an "IP Management & UGC Co-creation SaaS" available for local TV stations and deploy nationwide.
・Long-term Goal: Contribution to becoming an "Intellectual Property Nation" through horizontal expansion to the entire domestic content market, including the anime and game industries.
