## Background of the Donation to Kushiro City, Hokkaido
Kushiro City is located in eastern Hokkaido and is known for its rich natural environment, including the "Kushiro Wetland," which is registered under the Ramsar Convention. Featuring a fishing port facing the Pacific Ocean, marine resources such as kelp are a core industry supporting the local economy.
This project aims to achieve stable fishery management in collaboration with the city's fisheries cooperative, while also promoting blue carbon initiatives through the proliferation of kelp. We are supporting the kelp cultivation demonstration experiment conducted by the fisheries cooperative. Specifically, vegetation ropes attached with kelp spores are installed in the sea with the goal of kelp proliferation. This donation will be used to cover the costs of materials and seedlings.
In recent years, amid the rapid development of mega-solar projects across various parts of Hokkaido, Kushiro City announced the "No More Mega Solar Declaration" in June 2025, becoming the second city in the country to do so. In October of the same year, the city enacted an ordinance designating the habitats of rare wildlife, such as red-crowned cranes and white-tailed eagles, as special conservation areas, making business-use solar power generation facilities of 10kW or more subject to a permission system.
