COMPASS Co., Ltd. (Headquarters: Bunkyo-ku, Tokyo; CEO: Jun Sato; hereinafter 'COMPASS') announces that its digital assessment (CBT) service for elementary and junior high schools, 'Qubena Test', will be used in Fukuoka City, Fukuoka Prefecture's independently conducted 'Learning Mastery Survey'. By utilizing the functionality that allows municipalities to upload their own custom questions, it has been decided that the 'Learning Mastery Survey', scheduled to be conducted in all Fukuoka City public junior high schools in July and November this year, will be administered via the 'Qubena Test' platform.
The digitization of school assessments (CBT) is one of the key themes under the NEXT GIGA initiative, exemplified by the Ministry of Education's move to transition the National Academic Achievement and Study Situation Survey (National Survey) to CBT. Following the National Survey, there is an accelerating trend toward CBT adoption in academic assessments independently conducted by local governments.
In response to this trend, COMPASS has been developing an optional feature for 'Qubena Test'—a CBT service launched last academic year—that allows municipalities to upload their own academic assessment questions. In addition to the standard unit-based comprehension tests aligned with textbooks, this feature enables assessments to be conducted directly on the 'Qubena Test' platform.
As the first implementation of this feature, it has been decided that Fukuoka City, which has introduced and is utilizing the AI-based learning material 'Qubena' in all its public junior high schools this academic year, will conduct its city-specific 'Learning Mastery Survey' (scheduled for July and November) using the 'Qubena Test' platform.

Starting this academic year, COMPASS has begun offering 'Qubena Test' as a standalone service to municipalities, including at the prefectural level, regardless of whether they use 'Qubena'. Through 'Qubena Test' and the newly announced custom question upload functionality, COMPASS aims to promote CBT adoption across schools nationwide, supporting the realization of 'individualized, student-driven learning' and 'reducing teachers' workload'.
