Canon Marketing Japan Inc. (President and CEO: Masachika Adachi, hereinafter "Canon MJ") and Primagest Inc. (President and CEO: Hideaki Inagaki, hereinafter "Primagest") have introduced an "Identity Verification Support Solution" to Chiba Kogyo Bank, Ltd. (President: Hitoshi Umeda, hereinafter "Chiba Kogyo Bank") to strengthen the reliability of identity verification at branch counters. Operations will commence sequentially across all Chiba Kogyo Bank branches starting May 2026. This solution supports public personal authentication services (JPKI *1) utilizing My Number Cards, in addition to reading IC chips on identity verification documents, thereby enhancing security and improving operational efficiency for face-to-face transactions at branches.

Overview of "Identity Verification Support Solution"

In recent years, financial crimes such as identity theft, fraudulent account opening, and special fraud have increased, making stricter identity verification an urgent task. Against this backdrop, the Act on Prevention of Transfer of Criminal Proceeds (hereinafter "Act on Prevention of Criminal Proceeds") has been revised, and from April 2027, reading IC chips on identity verification documents will be mandatory even for face-to-face procedures. For future face-to-face transactions, more rigorous identity verification is required, and identity verification using public personal authentication (JPKI *1) is recommended. Regional banks and credit unions need to maintain community-based services while ensuring legal compliance and advanced security measures with limited personnel, requiring a balance between safety and operational efficiency.

To address these challenges, Canon MJ has been deploying an "Identity Verification Support Solution" compliant with the revised Act on Prevention of Criminal Proceeds since November 2024, which has been adopted by major financial institutions.

This solution is a service that optimizes the process of identity verification, including authenticity judgment of identity verification documents by reading IC chips, facial recognition, and public personal authentication (JPKI). Furthermore, it can be flexibly configured according to customer needs, such as facilitating implementation into existing financial institution systems through Software Development Kits (SDKs) and API integration.

Chiba Kogyo Bank has now introduced this solution and commenced identity verification using the public personal authentication service (JPKI) at its counters. This not only strengthens security but also streamlines account opening and various procedures by linking read data and inquiry results to the core banking system, thereby reducing the burden of counter operations.

Canon MJ and Primagest will accelerate the deployment of the "Identity Verification Support Solution" to financial institutions, including regional banks and credit unions, and continue to support the DX promotion and realization of safe and secure financial transactions for regional financial institutions.
