To promote the sale of land in prefectural industrial parks in the western part of the prefecture (Gotsu Regional Industrial Park and Iwami Rinku Factory Park), Shimane Prefecture, in collaboration with the Prefectural Enterprise Bureau, has established a system to subsidize the purchase costs of "FIT non-fossil fuel energy certificates" for companies that newly purchase land. (Effective April 1, 2026)
* "FIT non-fossil fuel energy certificate" refers to a certificate representing the environmental value of electricity generated from non-fossil fuel sources, such as renewable energy. (By purchasing these certificates, the electricity used, corresponding to the purchase amount, can be treated as effectively zero-CO2 emission electricity.)
1. System Overview
(1) The Prefectural Enterprise Bureau will act as an agent to purchase FIT non-fossil fuel energy certificates (environmental value) derived from hydroelectric and solar power generated by the Bureau from the non-fossil value trading market, and transfer them to companies at the market procurement price.
(2) The Prefectural Department of Commerce, Industry and Labor will provide subsidies for the costs borne by the companies.
Eligible Companies: Companies that purchase 1,000m2 or more of land in the western prefectural industrial parks (Gotsu Industrial Park, Iwami Rinku FP) between fiscal year 2026 and fiscal year 2030.
Eligible Expenses: Purchase costs of FIT non-fossil fuel energy certificates purchased from the Enterprise Bureau (excluding consumption tax). *Limited to electricity used within the industrial park.
Subsidy Amount: Fixed subsidy (maximum subsidy of 1,200,000 yen/year).
Subsidy Period: 8 years from the start of land use.

- Low-cost reduction of CO2 emissions resulting from electricity consumption associated with corporate activities.
(Reduces the cost burden of environmental value that is usually added to electricity bills.)
- Improves the company's image among residents by utilizing local power plants.
